To, WPCA affiliated Clubs Some of the common WPCA Rules: 1. WPCA will be strict with the Match timings. Morning Matches will have to start at sharp 08.00 AM so that before 12.00 NN the matches each of 20 overs should finish. The Timings have been devised as 5 minutes for one over which will make 100 minutes for 20 overs + 5 minutes for Drinks Interval to be taken after 10 overs will make it to 09.45 AM and then 15 minutes Interval between the innings will make it to 10.00 AM and then again 105 minutes will take the match upto 11.45 AM. Even if the match is delayed depending on the Umpires permission and with the consent of both the Captains, the match will be over before 12.00 NN. Similarly the same pattern will apply in the Afternoon session starting from 02.00 PM, which will be over by 5.45 PM. During winters when the sunset is bit early at 05.30 PM then the matches can start or should start at 1.45 PM. It will be explained in detail in the Draws meeting. We have now no time for Grace period which will be in the hands of the official Umpires who are powered to decide to give the Grace period due to Time LOST which they are supposed to justify. Match Umpires will be the only officials to decide the number of Overs to be played depending upon the Time available. 2. Official Umpires will have to on the ground and field of Play before the first Ball of the match is bowled or preferably they should report atleast 10 minutes before the scheduled TIME of the match. If the Umpires reach after the match has begun then it will be upto both the Captains to decide whether to allow the Late coming Umpires to officiate or REFUSE their services. In case of refusal by the Captains then the WPCA will consider such Umpires as ABSENT. 3. The penalty for the Umpires absence is SR. 200 per Umpire and 1 Point will be deducted. The Clubs will have to pay the Penalties for Umpiring or Walkovers or for any other offence before their NEXT scheduled match. Failing to do so WPCA will not allow the defaulted Clubs to play the next scheduled match and the match will be awarded to the opponents. 4. Walkovers are not allowed and the Club giving Walkover will be penalized SR 500/- per Walkover even IF THEY INFORM EARLIER. If any Club for some reason is unable to continue further in the tournament for any reason whatsoever will have to request the WPCA EXECUTIVE Committee in writing at least 10 days before they want to quit to consider their status which the Clubs will have to justify rationally to the WPCA Executive Committee and it will upto the WPCA Executive Committee to decide their fate. 5. Umpires officiating in the matches will have to be in Pants (trousers preferably BLACK) and shirts (preferably WHITE) and Sports Shoes. If any Umpire does not follow the above said Dress code will be considered as ABSENT and such Umpire will have to pay SR 200/-. Points will NOT be deducted. The respective playing captains are requested to make a note of such indiscipline on the Score sheets if they encounter similar incidents of improper DRESSES by the Umpires. 6. If the Umpires report in Sandals, Chappals or anything other than proper Sports Shoes or canvas Shoes then whatever the reason WPCA will penalize them with SR. 200/- per Umpire which will have to be paid before the next schedule match of the Club. 7. For a team to start with the match will have to have minimum of 7 players which they should be able to present to the Official Umpires. 8. The Clubs should give the LIST of the nominated 11 Players to the officiating Umpires before the match. Any nominated Player absent on the field at the start of the match should report before the 6 overs are bowled. Such player will not be allowed to Bowl till he spends the same number of OVERS on the field. If he happens to report after 5 OVERS will not be allowed to BAT or BALL and will only be allowed to field as SUBSTITUTE. 9. No RUNNERS ARE ALLOWED. If any Batsman or Player gets injured or is incapacitated (except for the external injury and/or wholly acceptable reasons) during the match while batting or fielding and he goes out of the field( he is absent from the field of Play) then he will have to wait the same number of OVERS or duration in terms of TIME or till the 5 wkts are down whichever is earlier to BAT. 10. If any Bowler is absent from the field for more than 3 overs or 15 minutes whichever is earlier will have to wait for the similar duration of Time or OVERS to Bowl. 11. If Any Batsman after batting does not take the field then the Captain will have to explain reason for his absence to the officiating Umpire. If the Umpire is satisfied by the (acceptable) reason then he can remain outside upto 3 overs or 15 fifteen which is earlier, after that he has to come to the field if he has no INJURY (External) otherwise the substitute will be sent OUT by the Umpire. 12. All the Umpires are instructed to be on the ground 10 minutes before the scheduled start of the match or at least they should be on the field of play before the first ball has been bowled. Failing to do, it will be dependent on the respective CAPTAINS to decide their fate. If the Captains refuse to take their services then they will be considered as ABSENT and one point per Umpire and SR. 200/- per Umpire will be penalized to that particular Club which they will have to pay before the next scheduled match of the Club. 13. PLAYERS will have to observe very strictly the DRESS CODE assigned by WPCA executive Committee for that particular Tournament. 14. Any PROTEST to be launched should be before the match is concluded. The protesting Club or Captain or the Club Manager should report to the Umpires verbally and should be written on the Score sheets of the match with the signatures of the protesting Club officials counter signed by the official Umpires. Umpires will be the sole Witnesses if any identification procedure regarding the offending players to be followed. The Protest fee should be paid to the WPCA Treasurer in 48 Hours of the match before 5.00 PM on preceding Sunday. 15. One BOUNCER per OVER will be ONLY allowed by a Bowler. If a Bowler bowls a second Bouncer it will be called a NO-BALL. A warning will be given to the Bowler and the Captain will be informed. The third Bouncer will be again a NOBALL and the Bowler will NOT be allowed to ball again in that innings. 16. A Helmet belonging to the batting side should not be allowed to be kept on the field of Play neither it should be handed over to the Umpires. 17. Umpires are not hangers as they will be just carrying the cap and/or the sweater and /or specs of the bowler and nothing else. Batsmen should not expect the Umpires to carry anything from the batsmen or batting side. 18. ARGUING with the Umpires or persistent Appealing or dissent towards any Umpires decision is NOT allowed. WPCA Executive Committee will take very strict action against such in-disciplined Players. Umpires DECISION will be final and should be accepted in totality. Captains are responsible for the DISCIPLINE and the smooth conduct of the match. 19. Power Plays will be as per ICC Rulings. T-20 Matches: First 6 Overs be Power Play overs including 18 overs matches if any. In the Non power playing matches 5 fielders will be allowed to field outside the inner Circle. 40 OVERS Matches: First 8 Overs will be Power Play with 2 Players outside the Inner circle. Non power Playing Overs will have 4 Players outside the Inner Circle. 2nd Batting Power Play which will be 4 overs should be completed before 36th over and will have 3 Players outside the Inner Circle. 35 OVERS Matches: First 7 Overs will be Power Play with 2 players outside the Inner Circle. Non Power Playing overs will have 4 players outside the Inner Circle. 2nd Batting Power Play which will be 4 Overs should be completed before 31st over and will have 3 Players outside the Inner Circle. 20. There will be NO SUPER OVER or OOPSE(one Over Per side Eliminator) in the league matches of the T 20 or 18 overs Tournament. It will be applicable only in the KNOCK OUT STAGE. In case of a TIE in the league matches the points will be divided ONE EACH. 21. Over Deduction and WALKOVER: Morning matches should start at 08.00 AM but the over deduction will start from 08.15 AM with one over deduction for every 5 minutes as per the Umpires watches or at their discretion. If the team doesnot turn up by 08.30 AM then maximum three overs will be deducted and WALK OVER is at 08.45 AM with 15 minutes grace. Similarly in the AFTERNOON session the team should start at 02.00 PM but the deduction will start from 02.15 PM upto 02.30 PM and the Walkover is at 02.45 PM. Other new Playing conditions will be informed to you at the Draws meeting. 22. First BEAMER (FAST DIRECT ABOVE THE WAIST HEIGHT) is a NO BALL and thereafter. First Warning immediately and second beamer is Final warning and third Beamer disqualifies the BOWLER from bowling. 23. Umpires should ensure the TOTAL written on the score sheets of the team batting first and should inform the Captain of the team batting second about their target. There should NOT be any confusion about the target later on or the first batting team should not argue on any mistakes in the scoring earlier. The TARGET Score should be specified and it should be very CLEAR. 24. It has been found that the Clubs sent UMPIRES are not signalling properly to scorers. They are instructed to follow all the signs and signals even if some of happenings on the field regarding Sixes, fours or Leg byes or Byes are evident. All the happenings should be properly signaled.
