To all PANO MEMBERS On Wednesday, August 28, 2013, PANO board members attended a meeting at the 2nd District to discuss the upcoming secondary employment (detail) policy. The meeting was hosted by Mr. Solomone, who is the director of the OPSE office. Approximately 17-20 officers and rank attended. The meeting lasted over an hour. During this very contentious meeting, many pertinent questions were asked. The director answered very few directly, and admitted that he was unsure of most of the others. To his credit, he did listen to the well founded complaints of the system. He mainly, however, blamed the mandates of the consent decree. After attending this meeting, PANO, who was the only association to attend, once again recognized the dire need to oppose this policy. PANO has since requested an immediate hearing before the civil service commission to challenge the authority and legality of the process in which this system was implemented. PANO also plans to challenge this system by way of civil litigation. It is quite apparent that negotiation will not work. It is quite apparent the city has a blind ambition to accomplish this money grab despite the obvious failures to follow, or its drastic financial impact on you or your family. PANO will fight this battle, but we need your support. Working within the administration is useless. If you have any questions call some of the officers there.
