To all those Country Folk out there that dont understand legalese (me included) I think this means that LANCE SPICER, in his official capacity as CITY CLERK of the City of Hot Springs has become non-person in eyes of the court system as the position that no longer officially exist therefore he (Lance Spicer Non official position of City Clerk) cannot officially object to this or any petition. It is sort of like the Left Behind series of TIm LaHay where close to the end of the world, certain person(s) simply disappear. Except in this case they simply vanish and not sent to a better world. The City Clerk position has always been questionable as the Lance Hudnell the Deputy City Manager at that time. was to have held that position at one time without election but living outside the city was pasted on to another employee of his office. Something like that. Sounds more shaky than San Francisco in 1906 during an earthquake.
