To all who have requested a grand jury inquiry through my office for alleged offenses against the criminal laws of the United States: 1) You have the right to a grand jury inquiry without denial or delay, and your right to enforce that right has not diminished in any way. 2) Rest assured that I am doing my best to enforce your rights. 3) Please understand that a long train of abuses and usurpations has pursued invariably the same object, evincing a design to reduce the grand jury under despotism to color of law criminal enterprise. 4) It will expedite to process if you identify a viable local candidate to act as an assistant special prosecutor.
