To answer the frequently asked question why we consider Boko Haram to be Khawarij but not ISIS, we have looked into the matter taking into consideration the arguments presented by those who claim ISIS are Khawarij, and we have concluded that there is no evidence that ISIS are a Khariji group, and Allah knows best. We have acquainted ourselves with beliefs and actions of both groups, and we have concluded that their aqeeda and minhaj are fundamentally different. Here are our reasons, in differences between ISIS and BH: 1) ISIS do not make takfeer upon general population 2) ISIS do not consider those whom they aim with takfeer to be asli mushrikeen 3) ISIS do not enslave Muslims or take Muslim women as concubines or marry married women or marry them against their will 4) ISIS make a distinction between major sin and major kufr 5) ISIS do not frown upon education or consider it kufr, rather they provide an Islamic alternative 6) ISIS do not go into extremes in the issues of hakimiya such as making takfeer on all government servants or people who carry government issued ID cards 7) ISIS only kill combatants who fight them, which does not fall under unlawful spilling of blood But again, we are not well acquainted with the situation in Syria and we do not know ISIS as we know Boko Haram. We still ask you to take the views on ISIS from people who are in Syria/Iraq over our views as they know the situation better than we do, and it is a must to ask the truthful people of the place.
