To be considered for this position, you must currently be a Commissioned Corps Officer JOB TITLE: United States Public Health Service: Special Assistant to the Office of the Surgeon General, Washington, DC. (O-3 billet, nonsupervisory) JOB DESCRIPTION: This position is located in the Department of Health and Human Services (DHHS), Hubert H. Humphrey Building, Washington, DC. Under the general supervision of the SG, DSG, or CoS, the incumbent operates with moderate guidance in handling various aspects related to the position; is the confidant to the SG and should portray his/her self in a professional manner. Performance is evaluated on ability to handle confidential matters, and the completeness, promptness, and use of professional judgment in being responsive to technical assignments. The Office of the Surgeon General (OSG) within the Office of the Assistant Secretary for Health (OASH) serves as the principal staff arm and advisor to the Surgeon General (SG) and Assistant Secretary for Health (ASH) on all matters related to the Commissioned Corps (more than 6,700 current strength). Special initiatives, workshops, and reports are planned in response to new or emerging health, health care, and/or health policy issues pertaining to the programs of the DHHS, Public Health Service and the health of the Nation. The OSG maintains liaison with Federal and non-Federal health agencies that assists the Surgeon General with communicating health messages to the Nation. DUTIES Responsible for providing a variety of professional tasks and administrative services for the SG and as applicable/able also to the Deputy Surgeon General (DSG) and Chief of Staff (CoS) (i.e., the three principal Flag officers located in the OSG) with close guidance; to include the following activities: • Organizes, reviews, and processes the invitations to meetings and other events and develops both long-term and day-to-day operational requirements and priorities requiring tactful and timely communication with the event managers and others wishing to meet with OSG principals, requires significant coordination with other OSG and OASH staff. • Assists OSG in the daily administrative operations of the HHS office, with responsibility for recognizing and referring to the SG, DSG, or CoS any matters that need direct attention. • Coordinates briefings, meetings, and events. Assists with development of routine responses to incoming correspondence and communications. • Monitor, answer, and or forward E-mail from the Surgeon General’s mailbox (general mailbox belonging to OSG not the actual SG). • Conducts research for documentation essential to technical assistance materials pertaining to briefings, meetings, events, or other communications to ensure that the OSG is aware and prepared. • Prepares briefing memos/talking points for SG; assist in power point presentations. • Carries out confidential assignments and prepares reports from OASH and other HHS staff pertaining to plans and activities, often in the early planning stages, which are of sensitive, confidential and often of restricted nature. • Promotes cooperative working relationships with partners at all levels of Government and the private sector to ensure that the OSG priorities are met and scheduled communication is executed accurately and appropriately. • Participates with high level technical specialists and subject matter experts at meetings concerned with public health policies and prepares executive summaries of the meetings, identifies decisions reached and key issues discussed. • Assists with activities requiring protocol and military courtesies. OSG is the sole source for PHS protocol and includes preparing/reviewing ceremonial scripts. • Communicate effectively with co-workers, subordinates, superiors, governmental officials, the general public, representatives of public and private organizations and others sufficient to exchange or convey information. • Other duties as assigned by the SG, DSG, or CoS. REQUIREMENTS: Qualifying degree for appointment to the Commissioned Corps. Incumbent must also possess strong interpersonal and organizational skills, professional judgment, and diplomatic judgment. Must receive Supervisor approval and provide supporting documentation with submission. ADDITIONAL REQUIREMENTS: • Must possess mobility and maturity to work effectively in a high volume/high operational environment for sustained periods of time. • Working knowledge of GovTrip and ability to demonstrate the use of GovTrip (preferred). • Prior military experience preferred • Must be able to travel for prolong periods of time within the United States and internationally. • Must be able to use standard office equipment, including a computer, and attend meetings at various sites within and away from assigned duty station. • Must have working knowledge of Microsoft Office: Word, Excel, PowerPoint, Publisher, Access, and Adobe Reader. • Must be able to lift and carry materials weighing over 15 pounds. • Must be able to stand for prolong periods of time.
