DULAY - ABC President/Ex-Officio Member ABSENT: NONE RESOLUTION WHEREAS, Section 35, Book V of Executive Order No. 292, otherwise known as the Administrative Code of 1987 requires the establishment of a government-wide Employee Suggestions and Incentive Awards System; WHEREAS, In line with the Revised Policies on Employee Suggestions and Incentive Awards System (ESIAS) provided under CSC Resolution No. 010112 and CSC MC No. 01 S. 2001, the Local Government Unit of the Municipality of Mapanas (LGU-Mapanas) adopts the herein Program on Awards and Incentives for Service Excellence (PRAISE); WHEREAS, establishing the Program on Awards and Incentives for Service Excellence (PRAISE) in the Local Government Unit of Mapanas through local legislation and in accordance with Rule X of the Omnibus Rules Implementing Book V of Executive Order No. 292 and the Civil Service Laws, CSC Resolution No. 010112 and CSC MC No. 01 s. 2001, will surely encourage creativity, innovativeness, efficiency, integrity and productivity in the public service by recognizing and rewarding municipal officials and employees, individually or in groups for their suggestions, inventions, superior accomplishments, and other personal efforts which contribute to the efficiency, economy, or other improvement in the municipal government operations, or for other extra-ordinary acts or services in the public interest. NOW, THEREFORE, PROPOSED MUNICIPAL ORDINANCE NO. 03 Series of 2015 AN ORDINANCE ESTABLISHING THE PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) IN THE LOCAL GOVERNMENT UNIT OF THE MUNICIPALITY OF MAPANAS, NORTHERN SAMAR PROVIDING FUNDS AND FOR OTHER PURPOSES Introduced by: Councilor ARIEL E. DULAY BE IT ORDAINED AS IT IS ORDAINED BY THE SANGGUNIANG BAYAN OF MAPANAS, NORTHERN SAMAR, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN SESSION ASSEMBLED THAT; SECTION 1. TITLE. This Ordinance shall be called and referred to as the PROGRAM ON AWARDS AND INCENTIVES FOR SERVICE EXCELLENCE (PRAISE) ORDINANCE”. SECTION 2. GENERAL OBJECTIVE. The Local Government unit of Mapanas shall encourage, recognize and reward employees, individually and in groups, for their suggestions, innovative ideas, inventions, discoveries, superior accomplishments, heroic deeds, exemplary behavior, extraordinary acts or services in the public interest and other personal efforts which contributes to the efficiency, economy and improvement in government operations, which lead to organizational productivity. SECTION 3. SPECIFIC OBJECTIVES. In pursuance of the above objective, the municipal government shall: a. Establish a mechanism for identifying, selecting, rewarding and providing incentives to deserving employees at the start of each year; b. Identify outstanding accomplishments, best practices of employees on a continuing basis; c. Recognize and reward accomplishments and innovations periodically or as the need arises; and d. Provide incentives and interventions to motivate employees who have contributed ideas, suggestions, inventions, discoveries, superior accomplishments and other personal efforts. SECTION 4. STATEMENT OF POLICIES. a. The PRAISE shall cover all LGU employees. It shall adhere to the principle of providing incentives and awards based on performance, innovative ideas and exemplary behavior. The PRAISE is designed to encourage, recognize and reward deserving employees of the LGU for their exemplary behavior and accomplishment in the performance of duty, in the delivery of public service and in the attainment of organizational objectives. b. The PRAISE shall provide both monetary and non-monetary awards and incentives to recognize, acknowledge and reward productive, creative and ethical behavior of employees through formal and informal mode. The LGU-approved PRAISE shall be the basis of the grant of the Productivity Incentive Benefits (PIB), other awards and incentives. The Annual PRAISE Report shall be submitted by the LGU to the CSC Regional Field Office No. VIII on or before the thirtieth day of January to enable the employees to qualify for nomination to the CSC sponsored national awards. c. The PRAISE shall be established through the creation of a PRAISE Committee which shall recommend or nominate LGU employees to the CSC sponsored National Awards. d. Issues relative to awards and incentives shall be brought before the PRAISE Committee which shall address the same within fifteen (15) days from the date of receipt thereof. SECTION 5. DEFINITION OF TERMS 1. AWARD - shall refer to any recognition which may be monetary or non-monetary conferred on individual or group of individuals for ideas, suggestions, inventions, discoveries, superior accomplishments, exemplary behavior, heroic deeds, extraordinary acts or services in the public interest which contribute to the efficiency, economy, and improvement in government operations which lead to organizational productivity. 2. CAREER - shall refer to positions in the civil service characterized by (1) entrance based on merit and fitness to be determined as far as practicable by competitive examination, or based on highly technical qualifications; (2) opportunity for advancement to higher career positions; and (3) security of tenure. 3. CONTRIBUTION - shall refer to any input which can be in the form of an idea or performance (See also Idea type and Performance type contribution). 4. LOCAL GOVERNMENT UNIT (LGU) - shall refer to the Municipal Government of Mapanas, Northern Samar. 5. DISCOVERY - shall refer to the uncovering of something previously existing but found or learned for the first time which will improve public service delivery. This will include discoveries of new oil/gas wells, coal pits, geothermal sites and discovery of major sources of energy. This award shall be given to those officials and employees who have assisted the service contractors in the discovery of the new source of energy. 6. IDEA TYPE CONTRIBUTION - shall refer to an idea, a suggestion or an invention or discovery for improvement to effect economy in operation, to increase production and improve working conditions. 7. INCENTIVE - shall refer to any monetary or non-monetary motivation or privilege given to an official or employee for contributions, suggestions, inventions, ideas, satisfactory accomplishment or demonstration of exemplary behavior based on agreed performance standards and norms of behavior. 8. INVENTION - shall refer to the creation of something previously non-existent which will benefit the government, 9. NON-CAREER - shall refer to positions expressly declared by law to be in the non-career service; or those whose entrance in the service is characterized by (1) entrance on bases other than those of the usual tests of merit and fitness utilized for the career service and (2) tenure which is limited to the duration of a particular project for which purpose employment was made. 10. PERFORMANCE TYPE CONTRIBUTION - shall refer to performance of an extraordinary act or service in the public interest in connection with, or related to ones official employment; or outstanding community service or heroic acts in the public interest; or sustained work performance for a minimum period of one year which is over and above the normal position requirement of the individual or group. 11. PROGRAM - shall refer to the LGU’s Awards and Incentives Program for officials and employees. 12. SUGGESTION - shall refer to an idea or proposal which improves work performance, systems and procedures and economy in operations that will benefit the government. SECTION 6. NATIONAL AWARDS. The municipal government through its PRAISE Committee shall participate in the search for deserving employees who may be included in the screening of candidates for awards given by other government agencies, private entities, NGOs and other award giving bodies such as: a. Presidential Lingkod Bayan Award – conferred on an individual for consistent, dedicated performance exemplifying the best in any profession or occupation resulting in the successful implementation of an idea or performance, which is of significant effect to the public or principally affects national interest, security and patrimony.; b. Outstanding Public Official/Employee or Dangal ng Bayan Award – granted to any public official or employee in government who has demonstrated exemplary service and conduct on the basis of his observance of one or more of the eight (8) norms of behavior described under RA 6713 otherwise known as The Code of Conduct and Ethical Standards for Government Officials and Employees. c. Civil Service Commission or the PAGASA Award – conferred on a group of individuals or team who has demonstrated outstanding teamwork and cooperation, which resulted in the successful achievement of its goal or has greatly improved public service delivery, economy in operation, improved working conditions or otherwise benefited the government in many other ways. d. Other Awards – given by other government agencies, private institutions or NGOs to an individual or team for contributions of an idea or performance that directly benefited the government. SECTION 7. MUNICIPAL GOVERNMENT AWARDS. The municipal government shall develop and initiate the search for deserving employees who may be included in the screening of candidates for awards to be given such as: a. Best Employee Award – granted to an individual or individuals who excelled among peers in a functional group, position or profession. A cash award may be given to outstanding employees plus a certificate of recognition or other forms of incentives as the PRAISE Committee may decide. b. Gantimpala Agad Award - given outright to employees commended by clients for their courtesy, promptness, efficiency and dedication to duty. c. Exemplary Behavior Award – based on the eight (8) norms of conduct as provided for under RA 6713. The awardees will be automatically nominated by the PRAISE Committee to the Dangal ng Bayan Award. d. Best Organizational Unit Award – granted to the top organizational unit, which may be a section, division or office on the basis of meeting the organization’s performance targets and other pre-determined criteria. e. Cost Economy Measure Award – granted to an employee or team whose contribution such as ideas, suggestions, inventions, discoveries or performance of functions result in savings in terms of man-hours and cost or otherwise benefit the municipality and government as a whole. The monetary award shall not exceed 20% of the monetary savings generated from the contributions. f. Service Award – conferred on retirees whether under optional or compulsory retirement schemes held during a fitting ceremony on or before the date of the retirement, provided, that the retiree have rendered at least fifteen (15) years of satisfactory government service. g. Length of Service Award - conferred on employees and officials who rendered an aggregate of 15, 20, 25, 30, 35 and above years of government service. h. Posthumous Award - officials and employees, who at the time of death are still in service and/or while performing official function, shall be given due recognition and award. h. Such other awards which the municipal government may decide to give. SECTION 8. MUNICIPAL GOVERNMENT INCENTIVES. The municipal government shall continuously search, screen and reward deserving employees to motivate them to improve the quality of their performance and instill excellence in public service. The municipal government shall regularly award the following types of incentives: a. Loyalty Incentive –granted to an employee who has served continuously and satisfactorily the local government unit for at least ten (10) years. The recipient shall be entitled to a cash incentive of not less than Php2,000.00 but not more than Php2,500.00 during the first ten years. Succeeding awards shall be given every five (5) years thereafter. Besides the cash incentive, a lapel emblem/loyalty pin shall be given: 10 and 15 years - Bronze 20 and 25 years - Silver 30, 35 & 40 years - Gold b. Length of Service Incentive – given to an employee who has rendered at least three (3) years of continuous satisfactory service in the same position. The cash incentive shall be incorporated in the salary adjustments in accordance with the provisions of Joint Civil Service Commission and Department of Budget and Management Circular No.1 series 2012. c. Productivity Incentive – given to all employees who have performed at least satisfactory for the year covered in accordance with the municipality’s approved Performance Evaluation System (PES). This incentive shall be governed by relevant existing guidelines. d. Career and Self-Development Incentive - granted in recognition of an individual who has satisfactorily completed a course or degree within or outside the country at one’s own expense. The recipient shall be entitled to a cash incentive of P2,000.00 and a plaque of recognition to be given during the municipality’s anniversary celebration. e. Other Incentives which the PRAISE Committee may recommend on the basis of special achievements, innovative approaches to assignments, exemplary service to the public and recognition by an outside group of a particular achievement. SECTION 9. OTHER MUNICIPAL GOVERNMENT AWARDS AND INCENTIVES. The municipal government shall regularly give the following types of awards and incentives: a. Compensatory Time-Off – granted to an employee who has worked beyond his regular office hours on a project without overtime pay. b. Flexiplace – work arrangement allowed for qualified employees who have demonstrated responsibility, initiative and capacity to produce output/result and accomplishment outside the workplace subject to established guidelines. c. Personal Growth Opportunities – incentives which may be in the form of attendance to conferences on official business, membership in professional organizations, books, journals, tapes, travel packages, and other learning opportunities. d. Monetization of Earned Leaves - Officials and employees shall be given yearly option to convert earned leaves into cash. SECTION 10. SCHOLARSHIP PROGRAM FOR THE MUNICIPAL OFFICIALS/EMPLOYEES. There shall be a scholarship program for all deserving officials and employees to prepare them for higher positions and greater tasks to improve local government service delivery system. The municipal government shall appropriate funds in its annual budget necessary for the implementation of the scholarship program. SECTION 11. CREATING AND COMPOSITION OF THE PRAISE COMMITTEE. There shall be created a PRAISE Committee, which shall be responsible for the development, administration, monitoring and evaluation of the awards and incentives system in the local government unit. The Committee shall be composed of the following: Chairman - Municial Mayor or authorized representative Vice Chairman - Municipal Vice Mayor Member - Human Resource Management Officer Municipal Planning and Development Coordinator Municipal Budget Officer Two (2) representatives from the career rank-and-file employees chosen through a general assembly, and who shall serve for a period of two (2) years. SECTION 12. DUTIES AND FUNCTIONS. The Committee shall meet periodically to perform the following duties and functions: a. Establish a system of awards and incentives to recognize and motivate employees for their performance and conduct; b. Formulate, adopt and amend internal rules, policies and procedures to govern the conduct of its activities which shall include the guidelines in evaluating the nominees and the mechanism for recognizing the awardees; c. Determine type or forms of awards and incentives to be granted; d. Monitor implementation of approved suggestions and ideas through feedback and reports; e. Prepare plans, identify resources and propose budget for the system on an annual basis; f. Develop, produce, distribute a system policy manual and orient the employees on the same; g. Document best practices, innovate ideas and success stories which will serve as promotional materials to sustain interest and enthusiasm; h. Submit an annual report on the awards and incentives system to the CSC on or before the thirtieth day of January of every year; i. Monitor and evaluate the system’s implementation every year and make essential improvements to ensure its sustainability; and j. Address issues relative to awards and incentives within fifteen (15) days from the date of submission. SECTION 13. ORGANIZATION OF EMPLOYEES ASSOCIATION. The municipal government shall support the organization and strengthening of the Mapanas Municipal Employees Association. The organization may be spearheaded by the Personnel Division. SECTION 14. FUNDING. The Local Government Unit shall appropriate an annual budget of at least FFIFTY THOUSAND PESOS (Php50,000.00) as initial fund to be taken from the General Fund of the annual budget and shall be augmented/supplemented as the need arises. SECTION 15. SEPARABILITY CLAUSE. If, for any reason or reasons, any part/s or provision/s of this Ordinance shall be held unconstitutional or unlawful, the other part/s or provision/s hereof which are not affected thereby, shall continue to be in full force and effect. SECTION 16. REPEALING CLAUSE. All ordinances, executive orders, rules and regulations or parts thereof which are inconsistent with any provisions of this ordinance are hereby repealed and/or modified accordingly. SECTION 17.
