ToR Gender Consultant Agha Khan Foundation Job Location: Skardu Country: Pakistan Positions: 1 Department / Job Category: Consultancy Last Date: 28 December, 2014 The Aga Khan Foundation (AKF), an agency of the Aga Khan Development Network (AKDN), is a private, non-denominational, international development agency established in 1967. It seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy and ill-health with special emphasis on the needs of rural communities in mountainous and other resource poor regions, primarily in Asia, Africa and theMiddle East. Its main areas of focus are education, health, rural development, environment and strengthening civil society. The Aga Khan Foundation (Pakistan) [AKF(P)] is seeking high caliber professional for the following consultancy services The location of the consultancy will be Satpara Development Project (SDP) Skardu, Baltistan: Technical Assistance required by Satpara Development Project (SDP) for the Gender Assessment and Gender Action Planning A: Background: Satpara Development Project (SDP) is a USD 19.75 million, 5-year, USAID-funded project, implemented by Aga Khan Foundation (Pakistan) AKF (Pak) through Aga Khan Rural Support Pakistan (AKRSP). It is designed to maximize the impact of Satpara Dam Project on the people living within the command area of right and left bank canals of the Satpara Dam. SDP will contribute to this ultimate objective through four complementary components: (i) Efficient Use of On-Farm Irrigation Water, (ii) Enhanced Productivity of Higher Value Horticulture and Dairy Products, (iii) Enhanced Processing and Marketing Capacity of the Area, and (iv) Creation of an Enabling Environment for the Agriculture Sector to Grow. All the four components of the project are designed to be mutually reinforcing and interactive as to most effectively achieve long term, sustainable results at scale. In addition, Gender is an important cross-cutting component with primary focus on providing equal opportunities to women in the project area to benefit from the project activities. In doing so, SDP follows AKF-Pak’s and AKRSP’s) Gender policy and Gender Equality and Female Empowerment Policy of USAID to achieve three overarching outcomes: 1. Reduce gender disparities in access to, control over, and benefits from resources, wealth, opportunities, and services—economic, social, political, and cultural. 2. Reduce gender-based violence and mitigate its harmful effects on individuals. 3. Increase capability of women and girls to realize their rights, determine their life outcomes, and influence decision-making in households, communities, and societies. In order to further improve its role in gender development SDP requires a consultant to: 1) conduct a gender assessment of project activities and 2) develop a gender action plan in consultation with project staff and other project stakeholders with the objective to increase the impact of project services on women. 3) Provide training on Gender responsive budgeting and on collecting and maintaining Gender disaggregated data to concerned project staff. B: Scope of work The location of the consultancy will be Satpara Development Project (SDP) Skardu, Baltistan. The consultant will be entrusted to carry out the following tasks; Task 1: Analyze the project activities with gender lenses and determine areas for improvements if any particularly around issues of access, control, benefits and overall mainstreaming and ensure that gender is appropriately addressed at all levels of the project activities. Task 2: Develop a participatory Gender Action Plan based on the assessment made after due consultation of men, and women groups. This plan should include ways in which projects can be more focused on women beneficiaries and identify ways to include more women candidates for opportunities as based on previous gender studies by AKRSP, women get neglected from mainstream development process. Task 3: Assess staff capacities toward gender responsive planning and action planning and monitoring around issues of access, control, benefits and overall mainstreaming. Task 4. Organise gender awareness and sensitisation sessions and build the capacity of SDP staff in gender and strengthen their skills in 1) Incorporating gender into project implementation, monitoring and evaluation 2) collection and management of Gender disaggregated data 3) Gender responsive budgeting. Task 5: Evaluate and report on gender equality outcomes mentioned above C: Time line of the Consultancy The consultancy period would be three weeks starting from February 01, 2014. The Consultant is expected to spend at least 10 days in the field to conduct the gender training and to meet with project beneficiaries including; Water User Associations (WUA) and Farmer Enterprise Groups (FEG’s), Women Producer Groups (WPGs) and other stakeholders. There is a flexibility that report writing can be done from the distance keeping in touch with Gender Monitoring Officer of the project through email. D: Main Deliverables The Consultant shall submit report to AKF (Pak) within one week after completion of the field visit. The report shall include a brief description of the service, methodology employed to conduct the gender assessment, results of the gender assessment, staff capacity assessment, training outlines and the gender action plan including conclusions and/or recommendations. E: Budget The estimated budget is as following; S.
