Today Californias State Water Resources Control Board is expected to institute statewide restrictions on outdoor water usage in response to an ongoing drought. Local agencies would be given the authority to impose fines of up to $500 a day for wasteful water usage, such as hosing down sidewalks or driveways. Should the State have a hand in deciding the most efficient use of resources, or should it be left up to individuals?
