Today, after mass at Cathedral, I met with a friend who went abroad years back and is currently holding a key position in a government office in Africa in charge of local governments. She was asking me about some tools in measuring the performance of a local government unit that she can adopt in her place of work. I had a difficult time explaining because she seems not to know the Philippine Government set up. I said shame on you you left your country to understand other countrys government structure without taking time to learn yours and now you want to copy a practice of a government you cannot even understand and give it away? She laughed and said I worked with the private sector when I was here in our country, the reason I do not know our set up. I said I cannot accept the fact that there is a Filipino like you who does not even have the interest to learn something about her own government. I just hope you are the only one..... Tsk tsk tsk...
