The urgent need to provide relief to the farmers in Maharashtra suffering heavy losses on account of the recent unseasonal rains and hailstorms During the last few days, a large part of Maharashtra has been experiencing unseasonal rains and hailstorms and the Aam Adami Party wishes to exhort the Government to accord top priority to providing relief to the farmers who have suffered losses. Since the last week of February, parts of Maharashtra have been witness to unprecedented hailstorms and heavy rains. Standing crops have been flattened, grain ready for harvesting has been spoilt and the grape vines and fruit orchards have been destroyed. At one level, the income due from the fresh Rabi crop has been lost. At the same time, the damage is such that the substantial investment made in Grape, Orange, etc.,will fail to give any returns in future. To add salt to the wound, the crop insurance reportedly does not cover the loss caused by hailstorms, apparently because of a blunder in the GR issued by the Ministry of Horticulture. The plight of the farm labourers is even worse since they have no insurance to fall back on, even though they too have lost their livelihood in the immediate future. It is to state the obvious that the State Government is duty-bound to provide relief to the people reeling under the calamity. It also must be noted that the code of conduct that has come into force in view of the impending Loksabha elections, provides for taking necessary actions in the time of such natural disasters and does not forbid relief work to be initiated by the State Government. And it would be a shame for a Government that prides itself as being the true representative of the agricultural folk, to plead inability to provide relief for want of completion of the assessment of losses because the concerned staff is busy on election duty. On the other hand, the Government owes it to the people to explain why it did nothing till March whereas the rains and hail have been lashing Maharashtra since February. It is our demand that the farmers be urgently reached out with a helping hand. We also demand that the quantum of help must heed both the loss of revenue as well as the loss of investment. One measure would be stoppage – and subsequent pardon - of the crop loans, including the interest component also with an assurance of a loan in the next season. The farm labourers entail a separate package independent of the farmers’ relief since a common package would be an injustice to both. Looking at the precarious condition of the farmers, it is also necessary to consider some relief in payment of the electricity bills and the education expenses. The scale of the calamity is such that all political parties should suspend election activities for the time being and unitedly act to provide relief to the farmers urgently.
