Today in Virgin Islands History – 25 December 1923 Dr. McWelling Todman CBE, QC, was born. In his life, he served his community in many capacities including teacher and Methodist local preacher; but he is perhaps best remembered for being the first native Virgin Islander to open his own law practice, McWelling Todman and Co. in 1969. A number of other native Virgin Islands lawyers have since followed in his footsteps. Prior to his local law enterprise, it was said that he acquired significant administrative experience from the BVI, Antigua, Trinidad and Barbados. He was a founding staff member of the now defunct Federal Government of the West Indies. To the local Government, Dr. Todman provided 24 years of leadership as chairman of the Public Service Commission, from 1970 to 1994. In other ways, his highly respected counsel was seen during the 1980’s in the BVI Government’s re-negotiation of the on-notice double taxation treaty with the US and during the local Fiscal Review of the tax structure and the economy. Dr. McWelling Todman CBE, QC was married to the former Audrey Creque. They had 3 children. He passed away in 1996.
