Today, on the eve of Indias 68th anniversary of Independence, a friend of mine (Addl. DC of Kamrup Metropolitan District) made a small but thought-provoking note on Transparency in Public Office. I saw a huge opportunity for Common Man and Woman, in bringing more Transparency in lifes most crucial thing: --Online access to Land Records in Tehsil offices! Like an Online Bank Account, why not we have an Online Account of our Land Property Records at the a Tehsil Office? The benefits are obvious. One huge benefit to public will be keeping track of people who LOST LAND because of Flood, River Erosion, Sale, etc. So when these Landless people show up in cities in order to eke out a living, their IDENTITY will be served by the Online Records - instantly available. A small step at DC level but a giant stride for humanity, especially for those who NEED it most. Without this Identity, countless Landless People are being harassed in Assam, by immature student leaders and their advisors of Empty-head-is-Devils-Workshop certification. A recent survey, quoted by a Professor of Political Science and Sociology at Gauhati University, revealed that for detecting an illegal immigrant, over a lakh citizens of India in Assam are harassed! Surely the protectors of our FREEDOM, at District Commissioners level, can bring Information Technology to eliminate this monstrous harassment and injustice to bona fide citizens! And inter alia, the new idea outline below, posted today as a token of appreciation to the said Addl. DC of Kamrup Metropolitan District, will go a long away to Shut Up the nonsense that we been forced to see in Assam since the wrong footing of the Assam Movement from 1979 onward... Please participate in this discussion and bring another Silent Revolution to make our hard-earned Independence protected from the Merchants of Evil politics! ######## On FREEDOM and TRANSPARENCY ################## Well said, Fakharuddin Ahmed-ka! Yes, transparency should be bidirectional. I would thank a previous DC of Kamrup Dist, I think he was Kumar Sanjoy Krishna, who took the initiative to create LAND DEEDS database, and transforming the thousand year old paper-based record-keeping, which has also produced a Giant Window of Transparency at Land Deeds records... Among many benefits, it has eliminated, silently, and overnight, the practice of bribing the Tehsil office Babus for checking land records. One step further, I hope the next logical step for Transparency will be giving a Land Owner ACCESS to her/his Land Record - along with the neighboring land plots in the Database, so s/he can monitor the ownership changes, further division of the plots around, etc. Why? Like a bank account holder having access to her/his account Online, a land owner has a Right to keep an eye on her/his land properties. Living in America, I was horrified to learn how my property in Soy Mile was almost usurped! I had to travel hurriedly and with a gargantuan effort - disproportionate to the small property, I had to under-sell it to avoid the risk of losing it to the dozen wolves lurking at the gate! @Fakhar-ka, we are proud of you, from a brilliant student to an Addl. DC of Kamrup Metropolitan District. We hope and pray you leave a legacy of your own, on Transparency in Land Deeds Online Management - even if its is not under your direct jurisdiction, by working with your Cyber Savvy colleagues at the helms of Administration.
