Today, the Senate will tackle the Highway and Transportation Funding Act, which would temporarily mitigate infrastructure and transit funding short falls. Majority Leader Harry Reid (D-NV) said he will schedule votes before the August recess on the House bill and a competing Senate version. There is also a chance that senators could vote on two alternate Democratic highway funding amendments. One is based on legislation approved by the Finance Committee that would incorporate tax-compliance provisions, and the other was proposed by Environment and Public Works (EPW) Committee Chairman Barbara Boxer (D-CA). The EPW bill would sunset the funding at the end of the year in an effort to incentivize talks on a longer-term solution. Later in the day, Senate Democrats will try to move to the Bring Jobs Home Act, which would bar companies from deducting expenses of moving personnel or operations overseas. It would also provide a 20 percent tax credit for returning operations from overseas.
