Todays Tuesday seminar 13:00 - 14:00 Jubilee G30 Karoline Rogge (SEG) Revisiting the link between policy and innovation: insights from a novel policy mix indicator for the case of solar PV and wind in Germany Energy and Climate Seminar Series Abstract: Recently, patent-based studies investigating the link between policy and innovation have shed some doubts on earlier findings on the relevance of demand pull and technology push instruments for renewable power generation technologies. In this paper, we revisit this link by using novel policy indicators and comparing these with existing ones using bivariate correlation analysis. For our research case of solar photovoltaics and wind power in Germany (1990-2012) we find strong evidence confirming the positive influence of demand pull instruments on patent applications, and clarify the relevance of the support level of German feed-in tariffs for driving inventive output. Furthermore, we show a positive but data-sensitive link between technology push instruments and invention. Finally, our novel policy mix indicator created to capture changes in the overarching policy mix (derived through a content-analysis of 1,864 articles in the industry journals Photon and Wind Power Monthly) confirms the existence of a strong link between policy and innovation, but the sign of this link differs between wind (positive) and PV (negative). We will discuss these results in the light of the previous literature and expert interviews we conducted to explore the validity and underlying reasons of our findings. We conclude by deriving policy and research implications.
