Today—8 Dekemaba—in Hawaiian History [1827]: The first written laws in the kingdom, as part of efforts to establish a penal code, are published and promulgated. The first punished the act or murder with death by hanging. The second and third commanded that those who steal or sold rum would be imprisoned in irons. The fourth punished prostitution with a fine. The fifth punished gambling with imprisonment in irons. At an assembly six days later, Mōʻī Kauikeaouli, Boki, and Kaʻahumanu exhorted the people to follow the prescribed laws. W. D. Westervelt presented a paper about the formation of the first penal code and its proclamation entitled Hawaiian Printed Laws Before the Constitution at the 1909 Annual Meeting of the Hawaiian Historical Society.
