Tom McCall was the father of Oregons land use planning law, and advocated for a national land use bill. He fought the perception that land use was a liberal cause by quoting former Kansas Governor and Republican presidential nominee Alf Landon, a conservative hero. In October 29. 1936 New York campaign speech, Landon declared: The Republican party also proposes a sound long-term program of conservation and land use. This is the only permanent solution of the farm problem and is essential to the preservation of the nations land resources. We propose to stop muddling and meddling and to begin mending.
