Tonight, by a bipartisan vote, the House passed the Consolidated Appropriations Act of 2015. This vote in the House represents an important step for both policy and process reasons. My preference is to do Omnibus appropriations legislation only as a last resort. Due to Senate Majority Leader Harry Reid’s failure to bring any appropriations measures to the Senate floor this year, we were put in a position where the work for Fiscal Year 2015 needed to be completed all at one time in the form of an Omnibus. This bipartisan measure, funding the government for the remainder of the fiscal year, is consistent with the Ryan-Murray budget agreement, and reduces discretionary spending below levels established in the original Ryan budget. The bill reins in regulatory overreach from agencies and departments that cost jobs and harm the economy. Importantly, this bill clears the decks going into the 114th Congress giving the Republican majority in both the House and the Senate the ability to start from a clean slate and focus on the fiscal year 2016 budget and appropriations process.
