Took up HB4768. The legislation would preclude the Department of Environmental Quality (DEQ) from establishing or enforcing restrictions on the level of sodium in groundwater. Despite the EPA determination, the DEQ, via rule, enforces an effluent limit of 150 mg/l of sodium in a groundwater discharge and a groundwater limit of 120 mg/l of sodium. According to advocates, no other states have such regulations regarding sodium in groundwater. Additionally, this regulation has been overly burdensome on small businesses that have been forced to purchase costly water softening equipment, and take other measures that have had a costly and negative impact on their businesses. Voted YES, passed BIPARTISAN 65-4.
