Top Cop Changes Effected Bhubaneswar : 27/July/2013 With frustration running high among the top cops, Odisha Government effected few changes in the senior IPS officer’s level here today. And most interesting part of this transfer chain is while law and order situation in the Capital City has hit the lowest ebb and State Government is criticized left right and center, the Police Commissioner of the Twin City remained unchanged!. While 1982 batch IPS Binay Kumar Behera was deprived of promotion, five IPS Officers of 1988 batch were given promotion to ADGP Rank and four of them were given In-Situ promotions. They are Satyajit Mohanty, M Akhaya, Santosh Kumar Upadhyay, Binayananda Jha and Arun Kumar Ray. In all 12 senior top cops were affected by this reshuffle in Police Hierarchy. Most glaring discrimination was seen in case of Mr.Behera, who is a tough cop and hard working police officer, pointed out a Babudom Watcher. The Additional Director General of Police (ADGP) rank officer is shifted from Fire Services and Home Guards and posted as CMD OSRTC, an ailing State PSU. Though there is provision of posting two DG rank of officers in Ex-Cadre posts, Mr.Behera, who is due for promotion since 1 January, 2012 is being denied promotion and now pushed to OSRTC. Now the new ADGP Fire Services and Home Guards is M Nageswar Rao, 1986 batch IPS officer. Mr.Rao, who was ADGP of the Odisha Special Armed Police (OSAP) will be replaced by Arun Kumar Ray, 1988 batch IPS. So Satyajit Mohanty will continue as CMD Odisha State Police Housing Corporation with ADG Rank. Similarly M Akhya will be new ADG State Crime Records Bureau, while Santosh Kumar Upadhyay will be ADG Odisha Human Rights Commission (OHRC). Binayananda Jha is given In-Situ promotion as ADG Law and Order at State Police Headquarters. 1989 batch IPS S M Narwane, who was earlier shifted from State Forensic Science Laboratory will be holding post of IG Training. 1990 batch IPS Arun Sarangi, who was handling dual charges of Intelligence and Operations will be IG Intelligence and S K Priyadarshi of 1995 batch IPS will handle Operations. 1993 batch IPS R P Koche at present IG Eastern Range is given crucial charge of Central Range as IG. And Asheet Kumar Panigrahi, a 1997 batch IPS is posted as DIG Eastern Range at Balasore.
