Trade Commissioner (LE08) Notice No: 13-Delhi TC-397 Section: International Business Development (Commercial) Location: High Commission of Canada, Delhi Level: Asst 08 Starting Salary: Rs.1,201,018/- per annum Issuance Date: October 28, 2013 Closing Date: November 13; 1600 hours Employment: Indeterminate Hours of Work: 37.5 hours/week OPEN TO: All employees of the High Commission of Canada and Canadian missions in India Individuals who are eligible to work in India Spouses/Dependants of Canada-based staff ALL APPLICANTS MUST: Meet all of the essential requirements stated below Have independent work authorization in India Submit resumes with cover letters, stating their interest and suitability, by the closing date Mandatory Qualifications: Education: Master’s degree from a recognized university, preferably with a degree in Business Administration, International Trade, Commerce, Marketing, or Economics. A combination of education, training and experience is acceptable. Language: A superior command of English is essential, including excellent writing and oral communication skills. Fluency in Hindi is also required. Experience: Minimum 4 years (within the past 5 years) of recent experience in: Working with commercial, financial or government clients in international trade and /or investment promotion Promotional and Marketing experience Experience in dealing with the public and managing relations and events with a diverse client base Experience and developing client and stakeholder relationships and in obtaining, preparing for and conducting meetings with important external parties, such as clients or influencers Computer Skills: MS-office (including Word, Excel, Powerpoint), MS Outlook, Internet, and use of social media such as Linked In and Facebook. Rated Qualifications: Knowledge: Knowledge of the local business environment and community as well as international trade and investment opportunities in India, particularly with respect to infrastructure Knowledge of Canada’s footprint in India and Canadian commercial policy and international business issues, including related to infrastructure. Organizational knowledge of the Department of Foreign Affairs Trade and Development Canada (DFATD) and the Canadian Trade Commissioner Service (TCS) in India in advancing Canadian commercial inters and in attracting foreign investment Knowledge of international financial institutions’ programs for India and the region (e.g. World Bank, Asian Development Bank) Knowledge of planning and results-based management Knowledge of Indian Government policy-making and legislative processes including domestic priorities and Indian policy, particularly related to the infrastructure sector Abilities: Ability to respond flexibly and imaginatively to the challenges presented Ability to provide strategic advice, briefings and written reports to management and/or clients on business opportunities and international business issues Ability to use standard office suites, social media and information technology tools Ability to coordinate conflicting priorities within tight deadlines and meet work targets Ability to conduct research and compile reports Ability to establish effective interpersonal relationships within team, with clients and external partners Personal Suitability: Professional Integrity Client Focus Initiative Judgement Network/Alliance Building Excellent planning, organizational skills Creativity, innovation and resourcefulness Available to work overtime and travel within India and abroad Asset Qualifications: (Candidates are encouraged to indicate how they meet the following criteria, where applicable) Knowledge of the Canadian and Indian infrastructure sector Ability to read, understand and communicate in French Job Resume: Summary: Under the general direction of the Infrastructure Team Lead for India, the Trade Commissioner (LE 8) in Delhi is responsible for the provision of Trade Commissioner Services (TCS) in the context of Canada’s enhanced commercial engagement in India. The incumbent is responsible for: providing services of the Trade Commissioner Service to Canadian companies and organizations; implementing and administering a programme of international Business Development related to the infrastructure sector including, but not limited to: Engineering Services, Construction Services, Architectural Services, Green Building and Sustainable Urban Planning, Economic Infrastructure Social Infrastructure and Infrastructure Financing; making policy recommendations to their immediate supervisor; cultivating and maintaining strong working relationships with governmental and private contacts within the sector of responsibility; develop and maintain current knowledge of the local political and economic context, general regulatory environment; specific requirements related directly to the sectors of responsibility; trends and evaluation of current and future economic conditions and reporting on these to the trade lead, senior mission management and officials in Canada, and other missions abroad; work with members of the infrastructure team across India to coordinate events and share information. The position is both proactive and reactive in terms of the scope of work. The officer supports official visits, delegations, missions and outreach activities by mission staff and works to broaden trade linkages between Canada and India. Responsibilities also include: helping coordinate trade promotion and visits to and from the territory including high-level visits by senior government and corporate leaders. Candidates screened in will be contacted for further assessment, including: a personal interview with a series of questions designed to evaluate each applicant’s knowledge, abilities, competencies and personal suitability for the position. In addition, tests may be conducted to assist the selection board in assessing the applicant’s qualifications, skills and language ability. Reference verifications shall be conducted as a part of the hiring process. The results of this competition may also be used to establish an eligibility list to staff similar openings at the High Commission of Canada and Regional missions which may arise in the twelve (12) months following the completion of this competition.
