Transforming Kerala into a Knowledge Economy, and a Global Skills Destination! It was a great honor, moment of enormous pride and immense privilege for me to represent Kerala and deliver a presentation on Skill Development and Employment at the Meeting of State Labour Ministers and State Labour Secretaries on Thursday, 26 June 2014 at the SCOPE Complex, Lodhi Road, New Delhi which was convened by the Ministry of Labour and Employment, Government of India (GoI). It was great listening to Shri. Narendra Singh Tomar, Honble Union Minister for Labour and Employment, Shri. Vishnu Deo Sai, Honble Union Minister of State for Labour and Employment, Smt. Gauri Kumar IAS, Secretary (Labour and Employment, GoI), Shri. A C Pandey IAS, Joint Secretary (Labour and Employment, GoI), Shri. Alok Kumar IAS, Joint Secretary (Labour and Employment, GoI) and DGE&T on the need to transform ourselves into a globally competitive manufacturing hub powered by Skill, Scale and Speed. It is understood that there will be a lot of emphasis on imparting skill development with avenues of employment in the days to come. I had this incredible opportunity to deliver the presentation which was well-received, appreciated and encouraged during the Technical Session. I spoke on our ambitious and exciting skill development programmes, shared experiences, mentioned best practices and innovative models set up by Government of Kerala: 1. Centres of Excellence (CoE) in Skill Development which are being set up by the Government as a result of Nypunyam International Skills Summit held in Jan, 2014. The CoEs are coming up in the following sectors - Construction & Infrastructure, Nursing, Aviation, Security Skills, Automotive, High-tech Automation & Mechatronics, Oil & Rig, Entrepreneurship, Multi Skills etc in the next 3 months to 12 months. 2. Industrial Training Institute (ITI) - Industry Tie-up by highlighting the Success Stories like the Volkswagen Story from ITI (Kalamassery, Kochi), Virtual Classrooms with the support of Kerala Engineering Alumni (KERA) etc. 3. Employability Centers which were set up by converting Employment Exchanges for Assessment, Counselling, Training and Placement Services - a one-stop shop for employment generation and for career-related services. 4. Kaushala Kendra (Community Skills Park) being set up with e-Learning mechanisms, Digital Library for providing Career Guidance primarily for Secondary and Higher Secondary Students. 5. Scaling up the Kerala State Institute of Design (KSID) by partnering with National Institute of Design (NID). Interestingly, during the address by the President of India, Shri. Pranab Mukherjee at the Central Hall of Parliament, New Delhi on 9 June 2014, he had highlighted the following which were given strong focus by Kerala - 1. We must equip and nurture our youth with the right kind of education, skill-set and opportunity to reap this demographic dividend. My government will strive to transition from Youth Development to Youth-led Development. It will set up Massive Open Online Courses and virtual classrooms. (para #12) 2. My government will transform Employment Exchanges into Career Centres - connecting our youth with job opportunities in a transparent and effective manner through the use of technology as well as through counselling and training.
