Transparency International Zambia welcomes Prof Chirwa’s arrest Transparency International Zambia has welcomed the arrests of Former Zambia Railways Limited Chief Executive Officer Professor Clive Chirwa by the Anti-Corruption Commission on alleged corrupt practices involving over K 280,000.00. The charge and arrest of Prof. Chirwa and co-accused former ZRL Finance Director Regina Mwale sends positive gesture that the Anti-Corruption Commission including other law enforcement agencies have the capacity and the fiber to expeditiously investigate matters and bring culprits to book. This is to say that all matters bordering on corruption should receive a constant and consistent speed in handling them because the effects are immense on the governance front. It is common knowledge that corruption causes poor quality of services, exacerbates poverty and unemployment, and results in political instability. The move therefore by ACC must be recommended by all well-meaning Zambians. As Transparency International Zambia, we are on record of having questioned the appointment of Prof. Chirwa to head ZRL and we also demanded for a full investigation of all allegations of corruption including abuse of authority around Prof. Chirwa’s stay in office. Our expectation as TIZ is that the Law should be used fairly and firmly in its full length in order for the state to recover resources that have been allegedly mishandled by Prof. Chirwa and the co-accused. This move will only act as a deterrent factor to those that are occupying public offices to avoid abusing authority and public resources for their selfish benefits. The Patriotic Front government should be made to understand that corruption has destructive effects on development cornerstones of the country and therefore requires an adoption of a holistic approach that will include all stakeholders, citizens and those exposed to handle public power and resources. At the same time, as TIZ, we feel there is need to quickly raise a red flag to caution the government that political will to fighting corruption is supposed to be matched by true political commitment and action oriented interpretation of this commitment by all technocrats in government. We further hope that the ACC will use the same vigor and speed to investigate more corruption allegations in different government departments and Ministries while supporting all efforts aimed at fighting corruption.
