Tropical storm Hagupit is in the South China Sea, moving towards South Vietnam. It is expected to be a weakening tropical storm, which will dissipate quickly as it encounters the coast and moves inland. There are forecasts the coast may receive 10+ inches of rainfall. Nearly 13,000 houses were destroyed, and more than 22,000 were partially damaged in Eastern Samar province, where Hagupit first hit land as a category 3 typhoon on Saturday, local officials said. In Manila, where forecasts of heavy rains were issued, tens of thousands of people, mostly the city’s poorest residents, who live in shanty homes along the coast and riverbanks, spent Monday night in evacuation centers waiting out the storm. They returned to their homes in drizzly weather after only moderate rain and no major flooding was reported through the night.
