Tsleil-Waututh First Nation is doing business with a company that wants to develop a tar sands pipeline to the west coast (Aqualini Investment Group). The pipeline is called Eagle Spirit: The group’s (Aqualini Investment Group) development arm is also building 850 luxury homes with a starting price of $499,900 on land south of Vancouver owned by members of the Tsawwassen First Nation — the first developer to do so. It recently struck a $60-million land deal with three aboriginal groups to develop a 42-acre site in Burnaby, B.C. Another 1,500 homes are planned in partnership with the Tsleil-Waututh First Nation. Exact ownership stakes have not been worked out, but First Nations would hold 40% to 50% of the Eagle Spirit pipeline. Mr. Negrin said the proposal would necessitate partnering with oil companies and pipeline builders. The Aquilini Group would sell down its interest in the scheme as needed, he said, although he added it would take another year to build support for the plan.
