Two new WA state bills aim to increase child care quality by requiring providers who receive state funds to become high quality early learning programs. The requirement would be fulfilled by joining Early Achievers, our state’s quality improvement program, funded by the Department of Early Learning and implemented by Child Care Aware of Washington. The Early Start Act of 2014, sponsored by Rep. Ross Hunter, (D-Medina) and Steve Litzow (R-Mercer Island), would provide participants with incentives and support to reach quality standards based upon evidence-based research in how children learn. The ultimate goal is to have 80% of state-funded providers become high quality learning programs by 2020. housedemocrats.wa.gov/tmp/2014/01/EarlyStartAct2014Slides.pdf
