Two years is a long, long time for him to do as much damage as he can before leaving office. Remember, impeachment is off the table. The media is still on his side. The Republicans have given no indications that they are willing to fight back. Theres no more re-elections for him to worry about, so polls and public opinion dont really matter to him anymore. The fight will have to be carried out by those outside the federal government, not within it, such as the lawsuits being filled by thirteen states against his executive order granting amnesty for 5 million illegal aliens, as well as the upcoming convention of the states. Otherwise, its smooth sailing for Obama.
