Type doffre : Emploi Type(s) de métier(s) : Médecine/Santé, Logistique/Transport Niveau(x) d’Etudes : BAC+5, BAC+6, BAC+7 et plus Expérience requise : 2 à 4 ans Lieu : Abidjan Date limite : 26/01/2015 MANAGEMENT SCIENCE FOR HEALTH (MSH) recruits PMTCT SUPPLY CHAIN AND LOGISTICS ADVISOR Overall Responsibilities Under the supervision of the DSC Manager, the PMTCT Supply Chain and Logistics Advisor is accountable for ensuring that activities are implemented in compliance with the terms of the option B+ contract and by deadline. He/she will support the proper management of health supplies at regional, district and facility levels by providing technical assistance in all technical areas with a particular focus on PMTCT sites. He/she will collaborate with and support the DSC Manager to plan and manage technical aspects of the B+ supply chain management, health systems strengthening, and technical assistance provision. He / she will oversee the implementation of B+ activities across health regional offices, district offices and SDPs and report to DSC Manager. She / He works with other Implementing Partners and the MoH central level to provide continued technical assistance in ensuring pharmaceutical management efficiency and continuity. She / He will play a crucial role in the development of concepts and managing implementation of B+ strategies for improving capacity and performance of lower levels with all stakeholders. He / she will ensure that SCMS utilizes effective systems to collect B+ data and that this information is used for decision making and project improvement. She / he will work closely with Information Teams to ensure that health facility supervision data is regularly collected, analyzed and used for decision making. He / she will support the documentation and/or publication of activities and sharing of lessons learned and best practices. Specific Responsibilities Organize technical activities concerning provision of products for the care and treatment of HIV/AIDS at PMTCT sites. Recognize the need for, arrange, and assist with assessments of supply chain programs in-country to determine system strengths and weaknesses and identify technical assistance gaps at PMTCT sites that SCMS can address. Provide technical inputs in the development of training strategies and plans for national and regional level logistics system implementation activities, in collaboration with relevant team members and partners on PMTCT activities. Provide technical inputs to the development of relevant PMTCT performance monitoring indicators and effectively monitor the performance of supply chain component through a structured mechanism. Provide technical assistance in ensuring regular, timely, and accurate reporting of logistics management data at all levels for PMTCT activities. Participate in development of Supervision Data System and capacity building of the B+ managers in using the health facility data for planning and decision making Collect and compile routine reports on the functioning of supply chain management team members from Regional Coordinators and analyze the effectiveness of the B+ logistics system Assist stock managers in appropriate stocking of program commodities at PMTCT sites In collaboration with the DSC Manager, identify and utilize in-country capacity to achieve project results and support sustainability of activities and impact. Together with the DSC Manager, identify, assess and pursue opportunities for technical assistance activities and capacity building at PMTCT sites that can be provided by SCMS Coordinate with partners and other USG-supported cooperating agencies in CI on joint technical work; ensure that necessary communication for effective collaboration takes place. Develop and maintain an understanding and appreciation of supply chain issues at PMTCT sites. Work closely with staff to document and publish lessons learned from B+ implementation and use them as a mechanism to share experiences and to advocate for appropriate policy direction in support of the focus areas. In conjunction with MIS team, ensure that people working in PMTCT sites are trained on the use of electronic system for data collection, submission, analysis and reporting Carry out additional responsibilities as may be assigned from time to time. Qualifications Master degree or Doctorate in public health, Logistics, Supply Chain Management or equivalent with 2-4 years’ experience. Work experience in providing pharmaceutical management services especially in the area of supply chain. Working experience in CI with knowledge and comprehensive understanding of the CI public health system, including PMTCT. Experience working with logistics management information systems. Demonstrated leadership, facilitation, and planning skills; demonstrated ability to advocate and mobilize resources for change. Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals. Willingness to be flexible and adapt to changing priorities and shifting deadlines. Demonstrated strong organizational, administrative and communications skills. Strong teamwork and team-building skills. Experience in developing training curricula, materials and in delivering training to programs preferred. Fluency in French, strong English skills preferred Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point. Previous experience in working with USAID initiatives or other large donor initiatives useful Ability and willingness to travel extensively throughout CI. Background Information The Partnership for Supply Chain Management (PSCM) is implementing the Supply Chain Management System (SCMS) project for the U.S. Agency for International Development (USAID) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). Since 2005, SCMS has provided technical assistance to central-level supply chain activities. Their on-the-ground experience coupled with the project’s access to 13 partner organizations within the Partnership for Supply Chain Management (PFSCM), best positions SCMS in Cote d’Ivoire to support USAID Cote d’Ivoire’s immediate goal to ensure the consistent availability of HIV commodities at PEPFAR supported services throughout Cote d’Ivoire.
