Typhoon "LABUYO" Weather Bulletin Number TWELVE Tropical Cyclone Warning: Typhoon "LABUYO(UTOR)" Issued at 11:00 a.m., Monday, 12 August 2013 Typhoon "LABUYO" has weakened while crossing Northern Luzon and will exit Philippine landmass early this afternoon. Location of Center:(as of 10:00 a.m.) in the vicinity of Baguio City,16.7°N, 120.6°E,Maximum winds of 140 kph near the center and gustiness of up to 170 kph Movement: West Northwest at 19 kph Forecast Positions/Outlook: Tuesday morning: 360 km West of Sinait, Ilocos Sur or outside the PAR Areas Having Public Storm Warning Signal Signal No.3 (101-185 kph winds) Quirino,Nueva Vizcaya,Ifugao,Mt. Province,Ilocos Sur,Benguet,La Union,Pangasinan Signal No. 2(61-100 kph winds) Isabela,Aurora,Southern Cagayan,Kalinga,Abra,Southern Ilocos Norte,Zambales,Tarlac ,Nueva Ecija Signal No. 1 (45-60 kph winds) Rest of Cagayan,Apayao,Rest of Ilocos Norte,Babuyan Group,Calayan Group,Pampanga,Bulacan,Bataan,Rizal Northern Quezon ,Polillo Island,Metro Manila Public Storm Warning Signals elsewhere are now lifted. Estimated rainfall amount is from 7 - 15 mm per hour (moderate-heavy) within the 500 km diameter of Typhoon. Residents in low lying and mountainous areas under signal #3,#2 & #1 are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal #3 and #2 are alerted against storm surges. Typhoon "LABUYO" will enhance the Southwest Monsoon which will bring moderate to occasionally heavy rains over Southern Luzon and Western Visayas. Fishermen especially those using small seacrafts are advised not to venture out into the seaboards of Southern Luzon and western seaboard of Visayas due to big waves generated by Typhoon "LABUYO".
