Typhoon Ruby Field Bulletin No. 6 Posted on December 8, 2014 Field Bulletin No. 6 from Presidential Spokesperson Edwin Lacierda Upon the instructions of President Aquino, Defense Secretary Voltaire Gazmin is set to depart Manila today, weather permitting, to take additional supplies and equipment to Borongan, Eastern Samar, to assist the National Government Frontline Team. Meanwhile, the Frontline Team—led by Interior and Local Government Secretary Mar Roxas—was able to reach the town of Dolores, site of the first landfall of Typhoon Ruby, yesterday afternoon. The Team reports that the main road has been cleared in that area and is now passable. Dolores has an estimated population of 44,000 residents or about 10,200 families. While reports of a few casualties have unfortunately been received, it is best to await official confirmation from the National Disaster Risk Reduction and Management Council (NDRRMC)—after having gone through a process of determination by the Department of Health (DOH)—that the cause of death is directly attributable to the effects of Typhoon Ruby. An inspection of the town showed that much of the damage sustained was due to strong winds. Requests for search and rescue operations have been few, and challenges for the coming days include ensuring the supply of food and water to residents who have lost their homes. Communication remains a challenge and information from other towns is still being gathered, especially from island barangays as sea conditions remain high. Priorities for today include food delivery and reaching other towns and barangays to assess their needs, including listing damaged structures and houses. The national government will continue to work with local governments toward a quick assessment of the condition of the areas hit by the typhoon, in order to effectively allocate resources to help the communities that need it the most.
