From Senator John Cornyn: Dear Mr. Culotta: Thank you for contacting me regarding the federal budget, efforts to reduce the size of government, and President Obama’s recent actions related to illegal immigration. I appreciate having the benefit of your insight on some of the most important issues of our day. As you may know, Congress passed the Consolidated and Furthering Continuing Appropriations Act for Fiscal Year 2015 (H.R. 83). This legislation keeps federal spending within the discretionary spending caps set by the Budget Control Act of 2011 (P.L. 112-25). Among other provisions, H.R. 83 cuts the budgets of over-reaching agencies like the Internal Revenue Service and the Environmental Protection Agency, blocks the Administration’s plan to transfer dangerous terrorists onto American soil, alleviates small businesses from many of the Administration’s job-killing regulations that are stifling growth, and provides a much deserved pay raise for our men and women in uniform. Finally, it will allow Congress to fight the President’s unconstitutional Executive actions on immigration by only authorizing funding for the Department of Homeland Security until February 27, 2015. For these reasons, I supported H.R. 83. Like you, I am worried about how excessive government spending and regulations dampen job creation, and I am determined to implement the spending cuts and structural entitlement reforms needed to secure the long-term fiscal integrity of our country. With record deficits and with more than $100 trillion in unfunded liabilities hanging over us, our toughest fiscal decisions cannot be postponed any longer. Our national debt exceeds $18 trillion—making it larger than our entire economy—and it has increased by more than 70 percent since the beginning of the Obama Administration. In 2014, the federal government spent more than $28,800 per household and borrowed almost 14 cents of every dollar we spent. Every dollar borrowed today means higher taxes tomorrow. At a time when Texans are tightening their belts, Congress must reign in Washington’s runaway spending. I recognize the importance of funding programs that support our national defense, protect our borders, and care for our veterans. But if we do not reduce spending and reform our three biggest entitlement programs—Medicare, Medicaid, and Social Security—we will strangle economic growth, destroy jobs, and reduce our standard of living. To remedy our governments spending problems, I introduced a Balanced Budget Amendment to the United States Constitution, Senate Joint Resolution 7 (S.J. Res. 7), that would require the federal government to balance its budget each year. In addition, S.J. Res. 7 would require a supermajority vote to increase taxes and the debt limit. I also cosponsored the Dollar-for-Dollar Deficit Reduction Act (S. 43), which requires any debt limit increase to include an equal amount of spending cuts. Families across Texas have to balance their budgets and make tough choices to live within their means; there is no reason Washington should operate differently. The American people want fiscal discipline, and the Balanced Budget Amendment and the Dollar-for-Dollar Deficit Reduction Act would deliver it. Secondly, as you may know, on November 20, 2014, President Obama issued a series of executive actions effectively granting amnesty to millions of illegal immigrants. This unconstitutional use of executive authority will encourage more illegal immigration and undermine efforts to fix our broken immigration system in the future. By circumventing the legislative process, President Obama has sent the message that the United States will not enforce its own laws and will continue to allow the dangerous influx of criminal activity on our southern border. Congress must act swiftly to fight President Obama’s unconstitutional executive actions. I have worked throughout my time in the Senate to develop a solution to our broken immigration system that guarantees the security of our borders, restores the rule of law, and ensures stability for future generations. I will continue to promote these policies, but I will oppose any bill that incentivizes illegal conduct and encourages further disrespect for our laws. Immigration reform is ultimately about securing our nation’s borders and improving our system for legal immigration, not about rewarding illegal actions. We are a proud nation of immigrants, and we are a nation of laws. If policymakers will agree that all immigrants must abide by the rule of law, then we can reach consensus on ways to improve the immigration system through legal legislative processes.
