U.G.C. is a statutory body which gives recognition to the universities operating in India .There are Central Universities, State Universities, Private Universities and Deemed Universities. If these universities want to run certain programmes in Distance Mode, they have to apply for recognition to the Distance Education Council (DEC) . DEC , being another Statutory Body, gives permission to the applicant Universities to continue certain OFF_CAMPUS educational programmes under the Distance Mode. When an university is recognized by the UGC and approved by DEC, then students who pass out from these universities are eligible for employment under the Central Government and State Governments. Hon’ble Supreme Court has also issued a directive in this connection. But here in our Odisha, we have a new rule . Passed-out students from Out-side States apply for an Equivalent Certificate from any one of the universities of Odisha. Students are subject to harassment by the Universities of Odisha in issuing an Equivalent Certificate. Because there is no any specific rule or provision of Equivalence Certificate . Can GM College, Sambalpur issue an equivalence certificate to Rajendra College, Bolangir ? Both the Colleges are under Sambalpur Universities. Similarly the Universities are directly under the control of UGC & DEC . How can one university issue equivalence certificate to other university ? Is it justified? When our universities have been failed to conduct examinations smoothly, outside universities have rushed to our states and have been conducting examinations with due permission from the UGC & DEC. Here the employees of our universities are bent upon to harass the degree-certificate holders of other universities. Besides, they are also being harassed in some of the Employment Exchanges of our State. How to sort out this problem???????? It is very clearly written in the Advertisements that ” The Candidate must be a graduate in any discipline from a recognized university” . What is the use of an equivalent certificate from one of the universities of Odisha?
