UC Doctor Strike January 27th For Unfair Labor Practices UC Strike Called for January 27th Monday Jan 26th, 2015 1:55 PM The Union of American Physicians and Dentists (UAPD) has given the University of California Office of the President (UCOP) notice that doctors employed by its student health centers will hold a one-day Unfair Labor Practice (ULP) strike on Tuesday, January 27th, starting at 7:30 am. strike-public-flyer-v2.pdf download PDF (139.0 KB) The student health doctors, who organized their union with UAPD in 2013, are currently bargaining with UC for a first contract. In a series of membership meetings in December, over 90% of the student health doctors voted in favor of striking. UAPD has filed multiple ULP charges against UC with the Public Employment Relations Board (PERB). UC’s behavior has made it impossible to reach a fair agreement at the negotiating table, even after a full year of negotiations, 41 bargaining sessions, and the UAPD team’s continuous effort to find middle ground. “A ULP strike is the only way to compel UC to follow the laws that govern bargaining,” explained UAPD President Stuart A. Bussey, M.D.. “Unfortunately, UC has a history of disrespecting workers during negotiations, and we’re no exception to that.” Charles McDaniel, M.D., a psychiatrist who works at UCLA, said, “We organized a union so that UC would respect doctors, and take seriously its obligation to provide health care, including adequate mental health services, to the students. After years of watching our pay decline, our benefits erode, and our professional autonomy compromised, we successfully unionized in the fall of 2013. Right now, we are bargaining with the University for our first contract. Because of UC’s intransigent and illegal behavior in bargaining, our unit has given UC notice that we will hold a one-day strike on Tuesday, January 27th. Over 90% of Student Health doctors at all ten UC campuses voted in favor of striking, because we know that reaching a fair agreement requires holding UC accountable for its actions and demanding respect for doctors. Your managers may ask you to volunteer to work in the student health centers on the day of our strike. Please respect our picket line by saying no to that request, and encourage other doctors to do the same. You have a legally-protected right to do so. UC may claim a patient safety emergency to justify their call for strike-breakers. However, we are taking steps to ensure that the strike can proceed safely. For example, the ten day advance notice we’ve given allows UC to reschedule most patients, and to arrange medical managers, mid-levels, and outside contractors to cover the small number of services that cannot be rescheduled.
