UGANDA UNESCO and United Nations University Cooperate in Executive Training on Foundations of Government Information Leadership in Kampala, Uganda Paris (UNESCOPRESS) - The Uganda Technology and Management University (UTAMU) and the Center for Electronic Governance at United Nations University International Institute of Software Technology (UNU) are organizing a one-week training for policy-makers, decision-makers and public managers in cooperation with UNESCO, the National Information Technology Authority and the Government of Uganda from 22 to 26 July 2013 in Kampala, Uganda. Fifth in a series of executive trainings held by UNU, this training will take place under the patronage of the Ugandan Ministry of Information and Communication Technology, Ministry of Local Government and the Ministry of Public Service. The training is particularly aimed at civil servants from Burundi, Kenya, Rwanda, South Sudan, Tanzania and Uganda. The training will focus on the enabling and facilitating role of Information and Communication Technology (ICT) and Electronic Governance (EGOV) in formulating and implementing government policies, increasing the effectiveness, efficiency and efficacy of government programs and operations, and delivering value to the public. The training will thus contribute towards awareness and capacity building among policy-makers, decision-makers and public managers from government, business and intergovernmental organizations in establishing, managing and sustaining policy-driven ICT and EGOV initiatives. UNESCO is contributing two modules on Knowledge Societies and the integration of related strategies into national information policies to this capacity building program. This work is built around the methodologies developed by UNESCO’s Intergovernmental Information for All Program (IFAP) in its publication “National Information Society Policy: A template”. The modules will focus on the role of governments in supporting the development of Knowledge Societies. It will also expose participants to e-readiness indicators and how to analyze these indicators to understand the state of the art concerning Knowledge Societies. Government interventions and public policy needs and adaptations that may be required in various sectors to foster the growth of knowledge societies will be discussed. A number of practical exercises based on real-life case studies and scenarios will be used to support the reflection and learning process. The training material will be shared by UNESCO as OERs (Open Educational Resource) thereby facilitating their translation, local adaptation and re-use. Most African governments have launched various initiatives aimed at developing and implementing policies, laws and plans that will enhance their growth as Knowledge Societies. It is fundamental that the present and future Knowledge Society leaders continue to contribute to this effort, recognizing that in a rapidly changing environment, public policies need to be constantly monitored, evaluated and updated in order to be effective and advance the national strategic objectives. We hope that this training will help participants be better prepared to fulfill their roles as national and regional champions of Knowledge Societies and contribute towards the implementation of national information policy frameworks for universal access to information in East Africa. The intergovernmental Information for All Program was established in 2001 to provide a platform for international policy discussions and guidelines for action in the area of access to information and knowledge and to support Member States in the development of national information policy and strategy frameworks.
