UN JOBS 3 UNV PROGRAM ASSISTANT 26 June 2013 UNV PROGRAMME ASSISTANT VACANCY Programme Assistant TYPE OF VACANCY National UNV AGENCY UNDP PROJECT TITLE Disaster Risk Reduction and Recovery Unit OPENING DATE 26 June 2013 CLOSING DATE: 10 July 2013 DURATION OF THE ASSIGNEMENT 1 Year BACKGROUND INFORMATION Kenya is frequently faced with various disasters key among them being drought and floods. Impacts of especially drought are normally widespread affecting almost three quarters of the country particularly in the arid and semi-arid regions that comprise about 75% of the country land mass. It is estimated that between 2-4 million people are affected annually by these disasters. UNDP works closely with the government and others stakeholder to respond to some of the challenges created by these disasters. UNDP’s support for DRR &R is anchored on national policies, processes and plans. Specific areas of focus include: strengthening policy and legal frameworks, preparedness, early warning systems, disaster prevention and mitigation strategies, mainstreaming, improved response and recovery. The Programme Assistant will play an administrative, logistic and programme support role to the disaster risk reduction and recovery unit and ensure smooth running of the work within the unit. Host Agency/Host Institute: National Drought Management Authority (NDMA) Organizational Context: UNDP Kenya disaster risk reduction work is guided by the country’s priorities articulated in Vision 2030, UNDAF and CPAP. Within the UNDAF and CPAP, UNDP commits to support the government to measurably reduce the impact of disasters in the country. To achieve this, the unit has identified the following outputs in its five year integrated programme: · Institutional capacity and coordination of DRR in national and county level strengthened · Disaster Risk Reduction mainstreamed at all levels · Government capacity to collect, analyse, document, store and disseminate accurate data enhanced · Disaster Risk Reduction Partnerships and networks · Emergency Response and EW effectively planned, coordinated and executed · Recovery capacity and the resilience of disaster affected communities enhanced · Climate change risk management integrated into DRR Several projects targeting policy and institutional strengthening as well as recovery and resilience building are currently on-going. With support from the DRR unit Team Leader and all unit team members, the UNV Programme Assistant will support the unit in all administrative, logistical and programme matters. The programme Assistant serves a key link with partners such as government, donors and sister UN agencies. Description of tasks: 1. Support to Programme Development & Management: a. In collaboration with programme officers, tracking of quarterly advances and ensuring that all financial reports are submitted by Implementing Partners b. Maintain proper unit filing including equipment ledger/register for all projects c. Conduct field visits to assess project compliance with financial rules and physical verify project inventories. 2. Administrative and logistic support to the Programme Unit: a. Provide logistical support including, but not limited to: organizing for travel, workshops, meetings and trainings. Taking records and minutes of all meetings and filing them b. Follow up on payments for vendors and other procurement issues related to the unit c. Compile unit procurement plan, leave records and ensure that they are regularly updated d. Support in the preparation of NEX/NIM audits by ensuring that financial statements are compiled, inventories are up to date and all other relevant documents are in place 3. Support to resource mobilization, partnerships, advocacy and communication: a. Ensure proper filing of donor contribution agreements, financial and narrative reports, plus all the relevant correspondences b. Donor agreements, AWP and other relevant documents uploaded in Atlas c. Timely notification of contributions received to finance for relevant actions 4. Support quality and effective Finance programme Management a. Cost sharing apportionment and deficits monitored and cleared on a quarterly basis b. In collaboration with Programme Officers, ensure timely budget revisions and minimal reversals against total budget c. Monitor unit disbursements, status of project balances regularly shared with team members, printing and sharing of CDRs with IPs and requisitions d. Creation and management of voucher entries Qualifications/Requirements University degree in the relevant field preferably in the areas of disaster risk reduction, social sciences or business administration with 2-3 years of experience in the following areas: · Experience in logistics and administrative work in a busy office · Experience in handling financial reports and budgets · Experience in the general area of IT. · Experience in working with, partnerships and knowledge networks. · Management and good logistical and co-ordination skills. · Excellent writing skills · Ability to communicate and work effectively and in close coordination with many individuals, groups and divisions to complete tasks. · Fluency in English Application Procedure A detailed Description of Assignment can be accessed at ken.undp.org Interested and qualified candidates are encouraged to apply by submitting their Curriculum Vitae and cover letter (CV) marked by e-mail to: [email protected].
