UN knows change could not be done overnight. Phillippines has given 5 years to end corruption or else it will be removed from the UN membership. Being tagged having as Dysfunctional Government is like no government at all. The present Administration is safe in the next five years but has to triple the efforts in combating and healing the malignant corruption.
