UNDER M7 LEADERSHIP, GOVERNMENT BODIES ARE ILL-MANAGED; M7 IS INFORMAL It seems that under President Museveni’s leadership, for every statutory authority created, there is an evil spirit assigned to steal and sabotage. Before 1986, there was no Uganda Revenue Authority, but the Shs 500bn collected by the Internal Revenue Department (Income Tax Department) was enough to provide satisfactory social services in health, education, agriculture, roads and the entire civil service to Ugandans. The revenue collection has since hit Shs 8 trillion but there is an annual public outcry for diminishing and/or lack of social services. At the ministry of Energy, there was no Uganda Electricity Regulatory Authority, but Uganda Electricity Board efficiently generated and distributed electricity. Today, Umeme is making everyone cry. In the Works and Transport ministry, there was no Uganda National Roads Authority, but nobody heard about ghost contractors such as Eutaw. There was no Civil Aviation Authority, but we, at least, proudly had a national airline and functional public transport such as a passenger railway service. Today, with CAA, Uganda is shamefully the odd country out in the region – without a national flag carrier. The same can be said of the rest of authorities in ministries and government departments.
