UNICEF VACANCY NOTICE Consultant: Adolescent Pilot Project (Suriname) POSITION: Consultant: Adolescent Pilot Project PURPOSE OF THE POST The purpose of this consultancy is to support UNICEF in coordinating, monitoring and reporting on the Working Together for Adolescents in Suriname Project. MAIN DUTIES AND RESPONSIBILITIES Specifically the consultant will provide: • Technical support to UNICEF Sectors and Partners in coordinating and implementation of the Adolescent Project o Technical assistance to ensure on track implementation of the youth empowerment and participation outcome o Coordinate monthly UNICEF project meetings to ensure review and monitoring of key indicators for the various programme interventions o Coordinate routine sector and quarterly joint monitoring of the pilot programme to ensure that standard indicators are reviewed and utilised for strengthening programme interventions on an on-going basis o Support in management and monitoring of Project cooperation agreements and cross sectoral partnerships related to the project • Ensure the availability and utilization of accurate, complete and up-to-date information required for effective Adolescent project design, implementation, monitoring and reporting of the Working Together for Adolescents in Suriname Project. o Support to establish the baseline of the situation of adolescents in the pilot sites o Finalise monthly updates and quarterly analytical reports based on inputs from sectors on progress against key indicators (qualitative and quantitative analysis and site specific analysis) including analysis of successful interventions, interventions that need of further support, areas of higher vulnerability within the sites and identification and analysis of programme / system bottlenecks experienced. o Finalise annual analytical reports based on inputs from sectors on overall progress against key indicators (as defined in the Log frame for the Integrated adolescent development framework) and site specific analysis (qualitative and quantitative analysis) o Technical assistance to UNICEF sector and partners in maximizing opportunities and addressing key bottlenecks o Effective technical assistance related to project documentation (National & local level level) o Compilation of best practices to be used as evidence and policy advice and in preparing policy briefs/advocacy documents, analytical reviews/the outcomes and impact of the Project at internal and external fora o Support in appropriateness and completeness of financial and supply documentation, transactions • Liaise with the Presidential Task Force and key partners (MoSY, SOZAVO, JusPol, Ed, Health, Projekta etc) to ensure effective coordination and monitoring at national and pilot site level, and effective implementation of prioritized activities as per the Integrated Adolescent Framework. o Technical support to national and field staff/GoS partners in the implementation of Adolescent project activities. o Technical assistance in coordinating monitoring visits to pilot sites and programme review meetings QUALIFICATIONS • University degree in Social Sciences, Development Planning, Health Education, or a related field. • A minimum of four years working experience in management and administration of projects • Proven experience in coordinating GoS/NGO programmes • Proven ability to coordinate and effectively communicate with multiple organizations • Proven knowledge of / working experience within the Surinamese context and understanding of the Surinamese sector specific situation, with a particular knowledge of the situation in the interior and disadvantaged areas • Excellent communication skills in Dutch and English are essential; other Surinamese local languages an asset • Willingness to travel and work in the interior districts including the pilot sites LANGUAGES • Excellent communication skills in Dutch and English are essential; other Surinamese local languages an asset HOW TO APPLY Applications should be submitted via email by 31, July 2013 to [email protected] with subject line Consultant: Adolescent Pilot Project (Suriname) Addressed to: The Representative Guyana and Suriname United Nations Children’s Fund (UNICEF) 72 Brickdam Georgetown Guyana sr.one.un.org/unicef-vacancy-notice-consultant-adolescent-pilot-project-suriname/
