UNISDR-Las Américas: MUNICIPALITY OF THE MONTH SEPTEMBER 2014: BOGOTÁ, COLOMBIA: THINKS RESILIENT, TRANSFORMS AND ADAPTS TO CLIMATE CHANGE By Javier Pava Sanchez Director of the District Institute of Risk Management and Climate Change Bogota, the capital of Colombia, accounts for about 20% of the total population of the country. It is the sixth most populous city in Latin America and the 30th in the world. Since its inception, there has been no real planning for the territorial expansion of Bogota, affecting the ability of its ecosystems and generating deep ruptures in the social fabric. Currently Bogota acts resilient, building synergies between prospective planning, the environment and its inhabitants, generating public policy instruments such as “The Human Bogota Development Plan 2012-2016”. This plan includes elements to build urban resilience. This is how the 2dn axis, A territory facing climate variability and is organized around the water, raises awareness of the natural conditions (in which the city is developed), the water and inserts nature into the development concerns: rethinking the expansive model of the city, rethinking technological change in the modes of transportation, reducing all types of vulnerability and promoting cultural change. Bogota acts resilient means that the Land Use Plan – promotes a city designed to foster the social fabric and adaptation to its environment in terms of climate change and poverty reduction. Bogota thinks resilient breaks paradigms, moving from a focus on emergency response towards building a commitment to risk management and adaptation to climate change, deepening strategic processes (knowledge, reduction, emergency management and climate change) from a participatory approach and towards the development of public policies, regulatory and financial instruments and the strengthening of city governance. Bogota acts resilient, transforming and strengthening their district emergency response system towards a Risk Management and Climate Change System. This is reflected in the creation of institutions like the Institute of Risk Management and Climate Change and the Risk Management and Climate Change Fund in order to reduce existing risks and prevent the generation of new risks, reduce vulnerability and increase the resilience of the Capital District in the face of various natural and social risks and to address climate change. In the international context, Bogota thinks resilient proposes the ROADMAP FOR LATIN AMERICAN CITIES FOR RESILIENCE, in order to join forces between capital cities in Latin America and create a support network, recognizing that together is better in this era of globalization, to address both natural and social changes of this time, with the support of strategic partners such as UN-HABITAT, UNISDR, ICLEI, C-40 and AFD.
