UPDATE ABOUT PHARMACY BILLS FILED IN SENATE (16th Congress) 13 August 2014, Makati - The Officers, Directors and some Committee Chairmen and Co-Chairmen of the Philippine Pharmacists Association (PPhA) attended the Public Hearing called by Senator Sonny Trillanes, Chairman of the Senate Committee on Civil Service and Government Reorganization last 8 August 2014. Different stakeholders were also present during the said hearing: representatives from the Department of Justice (DOJ), Food and Drug Administration (FDA), Professional Regulation Commission (PRC), Professional Regulatory Board of Pharmacy (PRB Pharmacy), Pharmaceutical Healthcare Association of the Philippines (PHAP), and Mercury Drug Corporation. Senator Trillanes called the meeting/hearing to order around 2:15 PM. The Senate Bills submitted by Senators Jinggoy Estrada (SB No. 378) and Chiz Escudero (SB No. 698). The following are the links to the proposed Senate bills: senate.gov.ph/lisdata/1666913908!.pdf and senate.gov.ph/lisdata/1623913467!.pdf He asked the various stakeholders present regarding their stand about the proposed Pharmacy Senate Bills that will repeal RA 5921. All representatives signified their agreement and support to the two Senate bills. Some issues were raised though regarding NOT requiring pharmacists for medical device and cosmetics registration as opposed to what was stated in the bill. Another issue raised was about requiring all government institutions to be headed by a pharmacist. Sections 10 (Powers, Functions, and Duties of the Board) and 22 (Grounds for Registration) were raised. The PRC expressed that there is also another draft prepared though it will be harmonized with proposed Senate Bills. A Technical Working Group (TWG) will be formed at the Senate level. Meanwhile, Dr. Olivia Limuaco has formed the PPhA TWG in order to review the proposed bills in preparation for the TWG meeting in Senate. The first PPhA TWG meeting will be held today, 13 August 2014. I encourage registered pharmacists, pharmacy students and other stakeholders to review the bills.
