UPDATE on Contract Negotiations: Carroll County BOE rejects CCEAs request to reopen negotiations, but leaves open the possibility of serious early retirement buyouts. On or about October 1st the CCEA petitioned the Carroll County Board of Education to reopen contract negotiations in hopes of addressing the issues relating to the bridge between the 2014-15 22-step salary scale to the 2015-16 20-step salary scale. On or about November 20th the BOE sent a reply to the CCEA declining their request to reopen negotiations; presumably fearing that funding of any changes would be impossible. In the letter, though, the BOE countered that if the CCEA would drop their argument against the 2015-16 salary scale, the BOE would entertain the possibility of offering serious early retirement buyouts. No details were provided, but perhaps we can dare to hope that it might look something like the program Howard County Public Schools just released: $60,000 for anyone with 15+ years of service with HCPSS. If CCPS thought it was hard getting good teachers this year, just wait until next year when HCPSS needs to fill all of these openings!!!
