UPDATED FLASH REPORT CALIFORNIA GOVERNORS OFFICE OF EMERGENCY SERVICES FLASH INCIDENT REPORT EVENT NAME: Sand Incident, Vegetation Fire, Amador / El Dorado Counties (This report may contain unconfirmed information) DATE/TIME OF REPORT: 07/27/2014 at 0845 hours DATE/TIME OF EVENT: 07/25/2014 at 1640 hours LOCATION: East of Hwy 49, Amador/ El Dorado County Line, 5 miles north of Plymouth IMPACT OF EVENT: Moderate Critical Information Updates: SITUATION: Per CALFIRE and Cal OES Duty Officers, the Sand Incident, a State Responsibility Area (SRA) fire, is burning east of Hwy 49, Amador/ El Dorado County Line, 5 miles north of Plymouth. Fire Information Per CAL FIRE, Cal OES Duty Officers, and ICS-209 as of 07/27/14 at 0545 hours: * 3,800 acres, 35% contained * Threatened Structures: 500 Single Residences, 15 Mixed Commercial / Residential * Destroyed Structures: 10 Single Residences, 7 Other Minor Structures * VLAT (Very Large Air Tanker) is assigned * Threats to single family residences, Commercial Wineries and Vineyards, Local power infrastructure, and Hwy 49. * 49 Local Government Engines and 2 Water Tenders assigned * CAL FIRE IMT 2 (Patterson) has been activated and will transition today, 7/27/2014, at 1000 hours. * A Fire Management Assistance Grant (FMAG) was received and has been placed on hold. * Total Personnel – 1464 Emergency Management: Evacuations/Shelters * Per El Dorado County OES, there are 477 Mandatory Evacuations and 606 Voluntary Evacuations for a total of 1083 Residences affected. * Evacuation Area: Sand Ridge Road, Fresh Water, Burlwood, Morales Ranch Road, Vintage Trail, Upton Road, Twin Rivers Road, Vintage Road to Sand ridge Road, Buzzards Gulch Road and all of Buzzards Gulch Road, Riverpine Estates, Vintage Road to Morning Canyon Road , Perry Creek, Fair Play Road and Slug Gulch Road. * American Red Cross (ARC) shelter - Ponderosa High School located at 3661 Ponderosa Road in Shingle Springs. Shelter Count per California Department of Social Services, as midnight, 07/27/14 – 20. Per El Dorado County EOC, 71 people are registered at the shelter. * Animal Shelter: Ponderosa High School – accepting dogs and cats of owners that are staying at the Ponderosa High School shelter. * Animal Shelter: El Dorado County Fair Grounds, 100 Fair Lane, Placerville - SCLAR - LAEE (South County Large Animal Rescue/Large Animal Emergency Evacuation) handling all large animal sheltering for the County at this location. * Stray and lost animals are being handled by Animal Control and being taken to the El Dorado County Animal Shelter at 511 Placerville Drive, Placerville, CA. Amador County: * Animal Shelter: Amador County Fair Grounds, 18621 Sherwood, St., Plymouth- Location is accepting large and small animals. Road Closures * Hard closure of Sand Ridge Road EOC Activations * El Dorado County EOC – Activated Level 2, 0700-1900 hours this morning, 07/27/14 * Inland REOC – Activated Level 2, as of 0700 hours this morning, 07/27/14. A staffing pattern has been established for the next seven days should a continued activation be needed. * SOC – Activated Level 2, as of 0700 hours this morning, 07/27/14. Deployments * One (1) Cal OES Fire Assistant Chief is assigned to the incident. * One (1) Cal OES Inland Emergency Services Coordinator assigned to the El Dorado County EOC from 0700-1900 hours on 7/27/14. * Two Public Safety Communications Radio Technicians have been assigned to the incident. * A Cal OES Inland Regional Administrator was assigned to the El Dorado County EOC yesterday, 07/26/14, and was released at midnight, last night. Health/Medical * The California Department of Public Health (CDPH), Division of Licensing and Certification (L&C) advises there are currently no licensed health care facilities affected by the fire. * CDPH continues to monitor the incident for impacts.
