US Navy tradition says that the commanding officer of a ship at sea is addressed by the crew as “Captain” or “Skipper” even if his actual rank is lower than O-6. Small boats are often commanded by Commanders or even Lieutenants, but while at sea those officers are still addressed as “Captain.” It’s not dishonest – it’s tradition. So I am completely unconcerned about the scandal about Cap’n Crunch actually being a Commander. If he actually commands a boat then this is totally OK.
