USAID-DFID NGO Health Service Delivery Project (NHSDP)’s Capacity Building Director, Mr. Naba K. Muni, FCMA attended InsideNGO Conference 2014 in USA captioned “SUSTAINING EXCELLENCE IN A CHANGING WORLD” as Resource Panelist InsideNGO is an INGO operating in the globe to disseminate knowledge worldwide by organizing capacity building seminars, workshops and conferences with world class best management practices. InsideNGO’s Annual Conference 2014 was held in Washington, DC, USA at the Walter E. Washington Covention Center from July 29 to 31, 2014 with caption title “Sustaining Excellence in a Changing World. In the conference, 217 resource persons were presented research papers in 125 subjects being attended by about 1.200 participants from all over the world. Mr. Naba K. Muni, FCMA was selected as the resource panelist from Asia to present a research paper on “Transitioning local partners to direct USAID support: Lessons learned from the NGO Health Service Delivery Project” being implemented in Bangladesh. Brief Description of Mr. Muni’s Session Topic: It is clear that the essential role of the INGO in implementing development programming is to work alongside and strengthen the capacity of local partners. Such a partnership – when done thoughtfully – builds local ownership in development goals, ensures contextually appropriate programming, and most importantly helps to enable the sustainability of results beyond donor-funded project lifecycles. In recognition of this fact, bilateral and multilateral donors have increasingly emphasized the need to build local partner capacity as part of their programming and – where possible – to partner directly with these local implementers. It is within this context that the USAID Forward procurement reform was established – setting an agency-wide goal of disbursing 30% of all funds to local implementers by 2015. In light of this, the USAID/DFID-funded NGO Health Service Delivery Project (NHSDP), led by Pathfinder International in Bangladesh, is working to transition two of the 26 NGOs in the Smiling Sun health service delivery network to direct USAID partners by the end of 2014. This transition process, initiated shortly after project launch in 2013, is being considered as a model for other USAID/DFID-funded programming in Bangladesh with similar mandates for transition of local partners. This session will feature an overview of the process to date, including establishing initial and then secondary selection criteria, undergoing a pre-award assessment and organizational audit with all candidates, selecting two NGOs for transition, developing NGO-specific transition plans to overcome those risks identified in the pre-award assessment and audit, and implementation and oversight of NGO-specific technical assistance plans. The presenter will also discuss the role that performance-based sub-grants have played nside to forward progress against programmatic and operational targets, and sanctioning basic administrative deficiencies. Three papers were presented from Asia (Mr. Muni, PI), from Africa (Mr. Peter Gaiku, PC) and from USA (Ms. Indeok A. Oak, Tetra Tech). Meg Kinghorn moderated the session. Mr. Muni’s presentation showed the roadmap how national NGOs may become the direct funding partner of USAID by demonstrating the management practices towards achieving institutional, programmatic and financial sustainability using MOCAT and NUPAS tool/model. :-)
