Uganda Police File -SIU Kireka When i visited the SIU detention facility on Thursday Dec. 11 to attend to an American colleague arrested from Lira, we came across Muahamed Turayaherbwa, a 19 year old detained for having links with rebel groups. Muhamed who had been detained for a long time, claimed that he was tortured, rib cracked and vomiting blood. He also claimed that he was TB+. In a note he slipped to me on a Colgate box cover, he detailed his plight and sought medical and legal assistance. Concerned, i took this matter up with the Deputy CIID Director Afande Musana who to his credit immediately called the police doctor to arrange medical examination and treatment. I left his Kibuli office satisfied and headed back to SIU, Kireka. Upon arrival at SIU, Kireka, Muhamed had apparently been granted a police bond and released. I did not met him physically. But two things of note for me here; 1. Appreciate the police for a shift action in calling a doctor, even if the doctor never really had to attend to Muhamed because he was realised. We will never know if his claims are true or false. 2. His quick realise after the complaint i filed, good as it is, raises questions of a strange coincidence. Was it to cover up a deeper problem? I guess, in the words of the CIA Director, is an unknowable fact. More from this file to follow.
