Ugh. I just peppered my street with letters asking for help, suggestions or resources to help my neighbors dog. The neighbors in question are horrible pet owners who have purchased two puppies for their daughter over time (Camillas family, not Charlotte and Willows) but whose neglect and ignorance about pet care have prompted other neighbors to call the police and humane society about mistreatment/neglect/constant barking more than a few times over the past 2 or 3 years. Last week they moved their older dog to their side yard nearest my house and it has been barking and crying non-stop. The side yard gives her no view of anything and gets nearly no sun. Its super narrow (about 8 feet wide) bordered by a windowless side of their house on one side with 6 ft high wooden fences on all other sides. Its loaded with boulders and scrap lumber, but there is a dog house and a Home Depot bucket filled with water. From time to time, when I crawl up to peek over the fence, there will be a paper plate with food on it that has clearly been shoved under the fence. Ive spoken to Camillas father twice but Im not sure if he really understood what I was trying to say. His answer was Okay. Ill talk to my daughter and see. See what? His daughter is 7 years-old! There is a huge language barrier, with little 7 year-old Camilla being most able to communicate with me. Last night the dog was crying as though her heart would break because she could hear Camilla and another older child playing in the front yard and I doubt that this dog has even been pet in months. I went out to ask Camilla if they ever played with their dog. Camilla told me that they dont like to play with her because she jumps and doesnt listen and that they just keep her locked up in that side yard so she doesnt ruin anything in the back yard. I asked about the other dog, her latest puppy, and was told that it died, though she didnt know how. Its so frustrating that this family doesnt want to get rid of the dog because its Camillas dog but no one wants to spend any time or energy on her. This morning I called the Humane Society and was told that while they agreed it was a sad, unfortunate thing, they cant do anything but make sure the dog has shelter, water and food. Well, this family knows that from other visits from the HSUS and the dog is provided with shelter, water and food. I can and will call code enforcement about the barking but HSUS told me that it would take more than my call alone to have anyone come out to check on it. Im sick about this. This dog is super depressed and cries nearly all day long. I cant affect this immediately (though I hope that something good happens soon) and I cant shut out her horrible cries. ARRRGH. Any other ideas?
