To my knowledge, there is no historical evidence of any kind of devastating famine until the Holodomor. Right around the time that the USSR collapsed, there was this phenomenon called Russian paratroopers, who came (usually by train, actually) to buy up Ukrainian food. It was a big deal in the early 1990s. Even after the devastation of revolution, invasion and war this year, I have yet to see one report of anyone starving outside the occupied territories on a scale that goes beyond individual tragedy.
