Many would remember seeing the disturbing story on the news a year or so back of a CCTV camera catching a shonky builder dumping asbestos near a child care centre in the middle of Sydney city. NSWs initiative was designed to address that phenomenon as well as the far more widespread though less visible problem of people dumping asbestos quietly in the bush.
