Uncharted Territory this is a great question. I believe that I caught a little bit of the answer one night (late) as I caught a little bit of a Congressional Hearing months ago. Let me try to give the Redneck version of what I heard which is in no way validated or verified - kind of like the rest of the news which is put out in main stream media today! Lets call it my angle on the story!!! Basically the Federal Government was saying that they gave the private ISPs billions of dollars of Tax Credits to make the upgrades over X years with no oversight what so ever. (One might think Thats WACK!) The Private companies took the tax credits knowing that no one was paying attention and did not do the upgrades (or did like 7-10% of them). When asked why they took the credits and did not do the upgrades they, in common man speak said, we did not get around to it because it was so expensive (You might say Say WHAT?) Then the question was posed - what do you need to do to finish the project. Answer = A BIG GIANT pile of money...
