Under Beth Harwell s less than competent leadership, the Tennessee House of Representatives has been repeatedly examined regarding clearly questionable actions like ghost voting which she allowed to transpire. Another more serious problem is that of false and/or fraudulent fiscal notes that she and the administration have apparently used (e.g., the open carry law that Rep. Micah Van Huss carried in 2014) to stop proposed legislation in the House Finance committee (chair - or more likely abused - by State Representative Charles Sargent) to stop legislation before it was ever considered by the entire 99 elected officials. By the use of false and fraudulent fiscal notes, Beth Harwell has sanctioned and allowed the continued effective disenfranchisement of most Tennesseans because THEIR elected officials never get to consider or even vote on whether certain legislative measures should be enacted into law merely because those bills have or may have (or are falsely claimed to have) fiscal impact. It should be the right of Tennesseans to have all 99 House members consider and vote on what is or is not law AND what is or is not included in the Budget. Legislators like Rick Womick and Joe Carr can speak in more detail to this particular abuse.
